QUANTITY SURVEYOR (QS) Site Timor Leste
We are seeking a thorough and detail-oriented Quantity Surveyor to join our construction team for our project in Timor Leste. If you have strong skills in measurement, estimating, and contract administration, we'd love to hear from you.
KEY SKILLS & COMPETENCIES – QUANTITY SURVEYOR Quantity Take-Off & Measurement • Calculate work quantities based on construction drawings • Perform quantity take-offs for Civil and Infrastructure works • Understand construction measurement methods and standards • Prepare and review BoQ (Bill of Quantities) • Compare BoQ quantities vs actual site progress • Calculate additional and omitted works including Variation Orders (VO) Cost Estimation & Cost Control • Prepare construction cost estimates • Develop RAB / Cost Estimates • Analyze construction unit rates and pricing • Understand material, labor, equipment, and overhead costs • Monitor budget vs actual costs • Prepare cost reports and cost forecasts • Identify cost variances and provide supporting analysis Progress Measurement & Valuation • Measure and verify construction progress at site • Prepare progress measurement reports • Prepare Progress claims / payment certificates • Verify work quantities for contractor and subcontractor payments • Understand retention, advance payment, deductions, and final accounts • Ensure progress valuation is supported by actual site conditions and approved documentation Contract Administration • Understand construction contract administration • Understand the rights and obligations of the Owner, Main Contractor, and Subcontractor • Understand Variation Orders (VO) / Change Orders • Prepare and review contractual claims and supporting documents • Understand the basic principles of Extension of Time (EOT) and cost claims • Maintain and manage contract documents and records of changes to the scope of work • Monitor contractual requirements related to quantities, payments, and variations Technical Drawing & Specification Reading • Able to read and interpret Civil and Structural Drawings • Understand site plans, layouts, details, sections, and construction drawings • Understand road and bridge drawings • Able to read and interpret shop drawings and as-built drawings • Understand technical specifications and construction requirements • Identify discrepancies between drawings, specifications, and actual site conditions Software & Technical Tools • Microsoft Excel – Strong proficiency required, including:
- VLOOKUP / XLOOKUP
- SUMIFS / COUNTIFS
- Pivot Tables
- IF / IFERROR
- Data Validation & Formatting
- Costing and progress calculation formulas
- Data analysis and reporting

- Bachelor's Degree in Civil Engineering, Quantity Surveying, Building/Construction Management, or a related field.
- Minimum 1–3 years of experience as a Quantity Surveyor, Estimator, or a similar role within the construction industry.
- Strong understanding of quantity take-off, Bill of Quantities (BOQ), estimating, tendering, and contract administration.
- Ability to read and interpret technical drawings and specifications.
- Proficient in Microsoft Excel and Microsoft Office. Knowledge of estimating/QS software (AutoCAD or similar) is an advantage.
- Excellent analytical, negotiation, and communication skills.
- Able to work under pressure and meet project deadlines.
- Possess a valid BNSP certification in Quantity Surveying or a related construction field
- Willing to be assigned and relocated to the project site in Timor Leste.
Key Responsibilities :
- Prepare quantity take-offs and Bill of Quantities (BOQ) from drawings and specifications.
- Prepare cost estimates for tenders, budgets, and project execution.
- Support the tendering process, including evaluating quotations from subcontractors and suppliers.
- Measure and verify completed work for progress payments and interim valuations.
- Prepare and assess variation orders, additional works, and claims.
- Review and administer subcontractor contracts, progress claims, and payment certificates.
- Coordinate with project managers, site engineers, cost control, and procurement to ensure accurate quantities and cost data.
- Maintain proper documentation and records of measurements, valuations, and contractual correspondence.
