You will serve as a Housing Management Specialist with National Park Service. This position is located in the Division of Facilities Management and Operations at Yellowstone National Park GS-07 Salary: $50,460 (Step 01) to $65,599 (Step 10). GS-09 Salary: $61,722 (Step 01) to $80,243 (Step 10). First time hires to the Federal government normally start at the step 1 rate.

Major duties

Some of the major duties you will perform include but are not limited to the following: Ensure timely implementation of rental rate changes to include communicating those changes to tenants and ensures payroll deductions are updated accordingly. Maintains accurate financial data through central financial management systems and maintains historical record of rental rates and rate increases in a housing program. Works as a team member with facility maintenance staff to assist and help coordinate the contracted and in-house maintenance, repair, and rehabilitation of a large inventory of housing occupied both year-round and seasonally. Operates the computer-based Quarters Management Informal System to track housing inventory, quarters assignments, share current rental rates with occupants, and document condition assessment findings. Assists the Design, Construction, and Facility Management with sharing housing related information housing occupants, administrative support assistants in other divisions, and Craft Shop supervisors. Serves as the liaison between the park's housing occupants and the Senior Leadership Team (SLT), District Leadership Teams (DLT), and Facility Management supervisors with particular focus on gathering insight that informs park strategic priorities, the Housing Management Plans(s), the Housing Needs Assessment(s), the Housing Improvement Plan, and annual housing renovation and construction workplans. Serves as a Contracting Officer's Representative (COR) to manage housing related contracts including construction contracts for repair and rehabilitation of housing facilities. Receives complaints and works to resolve complex tenant issues such as personal disputes between neighbors or co-occupants, issues related to pet policies, noise complaints etc. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/08/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-07 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-05 level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include but are not limited to: coordinating all check-ins and check-outs necessary to monitor occupancy and vacancies of occupants in housing units; assisting with developing, evaluating, and making recommendations to management on plans and program management strategies concerning housing policy, servicing guidelines, and departmental requirements; and receiving and processing tenant complaints or requests for repair or maintenance. You must include hours worked per week worked on resume. -OR- Education: Successful completion of at least one full year of graduate education (18 semester hours or 27 quarter hours) that demonstrates the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration. You must include transcripts. -OR- Superior Academic Achievement (SAA): Successfully completed a bachelor's degree in a directly related field AND meet one of the following: (1) Class Standing: rank in the upper 3rd of the graduating class in the college, university, or major subdivision, based on the completed courses; OR (2) Grade-Point Average (GPA): earn a GPA of (a) 3.0 or higher out of a possible 4.0 ("B" or better) based on 4 years of education, or based on courses completed during the final 2 years of the curriculum -or- (b) 3.5 or higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years. Note: GPA will be rounded to the one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9; OR (3) Membership in a National Scholastic Honor Society. You must include transcripts. -OR- Combination of education and experience as listed above. To combine education and experience, first take the number of months of qualifying, full-time work experience and divide by 12. Multiply the resulting decimal by 100. Then take the number of graduate credits completed and divide by 18. Multiply the resulting decimal by 100. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours worked per week on resume and transcripts. To qualify for this position at the GS-09 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include but are not limited to: using knowledge of spreadsheets or databases to manage housing inventory and tenant assignment; assisting in managing a budget to account for income and expenditures and analyzing spending to determine trends; implementing housing policies to ensure legal compliance and efficient use of housing facilities; handling difficult or unhappy tenants; and providing input for the development of housing plans, directives, and other administrative guides. You must include hours worked per week worked on resume. -OR- Education: Successful completion of at least one of the following: (1) a master's or equivalent related graduate degree, (2) 2 full years (36 semester/54 quarter credits) of progressively higher-level related graduate education leading to such a degree, or (3) a LL.B. or J.D., related to the position that demonstrates the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration. You must include transcripts. -OR- Combination of education and experience as listed above.
