Workplace Safety & Health Officer

Overall Job Objectives

Liaise with the Project Manager and construction team toprovide guidance on compliance with Health, Safety, Environment (HSE), andsecurity matters at the worksite.

Core Responsibilities

1. Understanding and compliance with statutory requirementsand client’s expectation.
2. Establish and review the project-specific SafetyManagement System.
3. Develop, review, and maintain Risk Assessments, Safe WorkProcedures, and other relevant legal HSE documents for the main contractor,sub-contractors, and suppliers.
4. Follow up on the submission of HSE documentation withauthorities and clients, including Risk Assessments, Safe Work Procedures, andother relevant HSE documents.
5. Liaise with MOM, NEA, PUB, and other relevant authoritieson WSH-related matters as applicable.
6. Understand the scope of Reinforced Concrete works and itsrelated HSE requirements.
7. Coordinate and assist RC works contractors in eliminatingsecurity, safety, health, and environmental hazards at the worksite.
8. Coordinate with clients and main contractorrepresentatives to ensure compliance with their in-house rules and regulations.
9. Assume the role of safety assessor in thePermit-to-work(PTW) system.
10. Ensure risk assessments & safe work procedures areconducted for all activities and communicated to relevant stakeholders prior tocommencement of work.
11. Conduct a monthly WSH Committee and weekly Coordinationmeeting and maintain documents.
12. Conduct regular Toolbox meetings with emphasis on HSEaspects.
13. Organise safety campaign and training based on safe workprocedures and risk assessments to enhance greater EHS Culture.
14. Assist in the investigating and reporting ofaccidents/incidents and recommend preventive and corrective measures.
15. Conduct regular HSE inspections and remedial actions aretaken to rectify any unsafe acts and conditions.
16. Lead and assist to manage emergency situations withproject team where applicable.
17. Regularly inspect equipment, machinery, and assets toensure compliance with all statutory requirements.
18. Maintain all HSE documentation and records on site, andsubmit to corporate HSE Department
