About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.

Major duties

  • Serve as a supervisory Financial Management Specialist in the Financial Management Division ofthe Cyber National Mission Force (CNMF) J8/9 Directorate of Budget, Acquisition and Capabilities.
  • Lead formulation of internal policy and guidelines for CNMF implementation of annual and mid-range program plans, budgets, and unique methods of projecting costs.
  • Develop the strategy for presenting CNMF resource plans for substantive programs, including responding to questions and comments from reviewers.
  • Lead cost estimates/cost analysis, Budget Estimate Submission (BES) and Program Objective Memorandum (POM) development and submission and Program Budget Review (PBR) for the CNMF.
  • Review budget execution-related work products for technical adequacy, progress, consistency, and compliance with policies, procedures, directives, etc.
  • Provide expert advice and guidance concerning policies, plans, basic concepts, and principles of financial and resource management.
  • Represent the CNMF at meetings with other government agencies/services for the purpose of determining courses of action most expeditious to the fulfillment of the CNMF missions.
  • Plan and set work priorities for subordinate personnel.

Specialized experience would be demonstrated by 1. developing budget estimate submissions for command programs to align financial resources with changing program requirements; 2. monitoring budget execution, such as reviewing commitment, obligation and execution rates, recommending adjustments, and/or ensuring usage of funds are in compliance with established regulations and policies; 3. developing command spend plans to align fiscal resources with command priorities; 4. developing command program objective memorandum (POM) estimates and submission to ensure future years funding for command priorities.
