Intelligence Research Specialist

This position in locsted in the Bureau of Diplomatic Security, Office of Investigations, Criminal Investigations Division, Visa and Passport Analysis Branch (DS/CR/VPA). VPA is the Bureau's criminal intelligence analysis and production element, providing DS with analytical capabilities, tools, information, and support to enhance passport and visa fraud investigations.

Major duties

• Produce criminal intelligence reports and briefings by applying analytic tradecraft and standards to ensure reports are accurate and require minimal grammatical editing.
• Analyze document fraud trends using classified/unclassified databases to identify fraud ring patterns and deliver findings via reports and briefings.
• Represents Bureau in interagency, private sector, and international forums on document fraud trends and countermeasures, contributing expert analysis to strengthen partnerships and operational protocols.
• Lead analytical efforts to identify travel document fraud patterns and networks, integrating investigative, intelligence, and interagency data to produce fraud trend assessments.
• Develop strategic intelligence assessments and early warning products to inform investigative priorities and Department leadership decision-making on document fraud threats.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience producing criminal intelligence reports and briefings on documents or identity fraud. Experience using databases and analytical tools to identify document fraud trends and networks. Experience representing an agency in interagency or international forums on document fraud prevention. There is no substitute of education for specialized experience for the GS-13 position.
