Conducts operations in, from, and to space to deter conflict, defeat aggression, deliver space combat power for the Joint/Combined force, and defend U.S. vital interests with allies and partners.

Major duties

Serves as a technical/functional expert, leading comprehensive, scientific, and quantitative analyses of the space domain. Assesses the effectiveness and efficiency of USSPACECOM plans and operations using operations research methodologies. Serves as a technical expert and lead for data integration efforts, ensuring the development of a unified analytical environment that meets the needs of stakeholders and supports the achievement of mission objectives, utilizing data management best practices.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Operations Research Series 1515 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, or equivalent to the next to lower grade GS-11. Examples of specialized experience includes experience performing analytical, mathematical, and statistical theories, principles, and methods required to develop complex operational research models, conduct sophisticated campaign effectiveness assessments, and create forecasting models for long-range planning and trend analysis. Knowledge of joint operational planning principles, program goals, national security strategic guidance and campaign planning processes necessary to evaluate operational effectiveness and support strategic decision-making. Develops, integrates, and implements solutions to diverse, highly complex problems across multiple areas and disciplines. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of analytical, mathematical, and statistical theories, principles, and methods required to develop complex operational research models, conduct sophisticated campaign effectiveness assessments, and create forecasting models for long-range planning and trend analysis. 2. Comprehensive knowledge of joint operational planning principles, USSPACECOM program goals, national security strategic guidance (including National Security/Defense/Military Strategies), and campaign planning processes necessary to evaluate operational effectiveness and support strategic decision-making. 3. Advanced knowledge of DoD, CCMD, Joint Staff organizational structures, missions, and relationships necessary to effectively analyze and assess theater and global campaign planning, exercise outcomes, and wargame results within the strategic guidance framework. 4. Expert skill in developing and applying research techniques, data mining methodologies, database management, and analytical tools to enhance operational performance, integrate diverse data sources, and ensure technical compliance with organizational requirements. 5. Advanced skill in communicating complex analytical findings through executive-level briefings and reports, negotiating complex issues, and maintaining effective working relationships with diverse stakeholders across organizational boundaries. 6. Demonstrated ability to gather, analyze, and integrate complex operational data to develop innovative analytical solutions, conduct comprehensive assessments of exercises and operations, optimize resource allocation, and provide evidence-based recommendations for senior leadership decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
