Supervisory Management and Program Analyst
This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Geophysical Fluid Dynamics Laboratory (GFDL), with one vacancy in Plainsboro, NJ.
Major duties
As a Supervisory Management and Program Analyst, you will perform the following duties: Serve as a Division Chief to provide oversight of all phases of the budget process; including planning, formulation, execution, and presentation. Responsible for budget submissions for Office of Oceanic and Atmospheric Research (OAR), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC) and if appropriate Congress. Provide oversight of administrative programs and operations. Develop policies and guidance for program and administrative personnel. Provide leadership, oversight, and management direction for formulation, interpretation, and administration of the policies regarding grants and cooperative agreements. Work with the Grants Team Lead to advice applicants on financial and legislative requirements and make budget determinations on grants, allocability, and reasonableness of costs. Provide customer focused grant management support. Interpret complex procurement policies, principles, practices and procedures to provide guidance with respect to comprehensive procurement issues and contract administration. Oversee the budget, awards, procurement, travel, personnel and administrative processes and procedures. Confer with leadership on critical mission guidance and on management oversight and direction in overall day-to-day management of projects and programs. As a supervisor, plan and distribute work to be accomplished by subordinates. Set and adjust short and long-term priorities. Prepare schedules for the completion of work and find ways to improve the quality of the work. Provide technical oversight instruction. Give advice, counsel or instruction to employees on both work and administrative matters.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Providing advice and guidance to leadership for coordination or implementation of administrative and financial operations; Developing or revising program requirements or procedures to meet overall goals or objectives; and Overseeing the work of others to include assigning work, setting priorities, and reviewing, evaluating, and providing performance feedback to subordinates or other team members.

Requirements
This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15.
