  1. Responsible for the full-process claims and counter-claims management of the PMU Hospital Project; identify opportunities for time and cost claims; prepare notices of claim intention, claim reports, and complete supporting documentation;
  2. Review contract clauses, drawing changes, site instructions/variations, correspondence, meeting minutes, and other evidence; collect, organize, classify, and archive claim documentation;
  3. Lead claim negotiations with the Employer, Supervision Consultant, and Consultant; negotiate extension of time and claim amounts; drive confirmation of claim amounts and recovery of payments;
  4. Anticipate potential claim risks such as project delays and cost overruns; develop contingency plans in advance to minimize project economic losses;
  5. Handle counter-claims initiated by the Employer; organize internal assessment and defense; prepare rebuttal materials to avoid unreasonable deductions;
  6. Coordinate with Design, Construction, Procurement, Site Management, and other departments to collect supporting data and site evidence for claims;
  7. Establish and maintain a claims register; continuously track the progress of the entire claims process; regularly report claims progress to project management;
  8. Complete other contract and claims-related special tasks assigned by leadership.
  1. Bachelor's degree or above in Civil Engineering, Engineering Management, Quantity Surveying, Construction Law, or related disciplines;
  2. Minimum 3 years of hands-on experience in claims and contract management on overseas construction or general contracting projects; experience on Saudi local projects preferred;
  3. Proficient in FIDIC contracts and relevant Saudi local engineering contract clauses; skilled in time and cost claim calculation methods;
  4. Familiar with the full process of engineering variations, site instructions, commercial correspondence, and dispute negotiation; proven track record of successful claims cases;
  5. Proficient in Microsoft Office; knowledge of Primavera P6 and quantity surveying/measurement tools preferred;
  6. Excellent commercial negotiation, document drafting, data analysis, and cost/risk control capabilities;
  7. Diligent and responsible; strong professional ethics, teamwork spirit, and ability to work under pressure;
  8. Good English reading, writing, and speaking skills; able to independently prepare English claim documents and conduct external commercial negotiations.
