This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Forester position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Real Estate Division with a duty station location of Ft. Worth, TX.

Major duties

  • Serve as the technical advisor to the Division Real Estate Directorate in long range planning, coordination and evaluation of forest management and forest utilization.
  • Serve as the District Forester for Timber Harvesting Program on military installations and civil works projects located in the District boundaries.
  • Coordinate the District's Timber Disposal Program with military installations and project activities.
  • Develop Invitations for bids and technical information and requirements on forestry products disposal activities.
  • Resolve problems personally noted or referred regarding cutting procedures, slash disposal, interpretation of specifications, etc.
  • Negotiate with individuals, corporate and governmental entity representatives in most complex situations involving the management and disposal of various interests in real estate and real property

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. 0460 Forestry Series Basic Requirement: Degree: forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: OR Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing at least 2 of the following duties: 1) Managing all aspects from timber bids and sale method determination to contract negotiation, bid evaluation, and/or resolution of complex contract disputes; OR 2) Providing technical advice and problem resolution on forest management planning and utilization strategies. OR 3) Preparing reports related to forestry management or disposal. If you are a current federal employee - this definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). (Experience must be early identifiable within applicant resume work experience) OR Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
