Housing Authority of the City of Old Town / Finance Manager / Old Town, Maine 

The Housing Authority of the City of Old Town is seeking a Finance Manager to be based in their Old Town, ME office.  The Housing Authority of the City of Old Town has been serving the community since 1970, providing safe, affordable housing and support services that help individuals and families achieve greater stability and self-sufficiency.  

Job Summary:  The Finance Manager is responsible for all financial activities and financial operations of the Housing Authority of the City of Old Town, including but not limited to bookkeeping, accounting, and fiscal reporting.Responsibilities include preparing financial reports, processing large sums of cash, projecting cash flow, investing funds, preparing budgets and requests for funds, verifying deposits, handling accounts receivable, and accounts payable. This position requires specific expertise in areas of accounting, procurement, disposition, budgeting, investments, and developing knowledge of all relevant contracts, grants, and regulations of various programs.

Salary range $75,000 - $85,000 ; offer commensurate with experience

Qualifications: Bachelor’s degree from an accredited four-year college or university in area of accounting, business administration, or financial management. Alternative education/experience includes Associates degree in related field with three years practical financial management experience, or five years practical financial management experience.

Strong background in bookkeeping or accounting, preferably in non-profit or municipal environment.

Thoroughly knowledgeable in accounting and budget concepts, programs, and books of accounts.

General knowledge of Housing Authority procedures, policies and HUD regulations, MaineHousing and Rural Development with specific expertise in the area of accounting.

Knowledge of general audit requirements, preparation, and ability to work with auditors.

Proficient technology skills (Word, Excel, e-mail) and the ability to learn new software as needed, including but not limited to the Housing Authority’s, HUD, MaineHousing, Rural Development programs, such as TRACS, VMS, EPIC, MINC.

Ability to work effectively with fee accountants and auditors and to coordinate and train other employees with fiscal day-to-day activities.

Must contribute to a positive work environment, interacting with staff, public and others in a positive product manner, using tact and discretion.

Responsibilities and Scope: Establishes and maintains all accounting and financial records for all programs of the Housing Authority.

Prepares monthly, quarterly, annual and periodic updates of financial reports and statements, as required internally and by the Department of Housing and Urban Development (HUD), Rural Development, MaineHousing , and Dept. of Human Services on the financial health of the Housing Authority of the City of Old Town including all owned and managed properties.

Accounts for and reconciles all cash flows and funds through cash journals, journal vouchers and general ledgers. Reviews and verifies accuracy of all accounts and balances.

Posts subsidiary ledgers and reconciles to the general ledger.

Makes bank deposits of all cash and checks received (excluding rent), verify monthly bank balances with related accounts including maintenance of all Housing Authority Investment Accounts.

Maintains accurate asset records for all Housing Authority owned/managed properties.

Responsible for meeting audit requirements of all programs.

Prepares and submits grant applications and renewals as necessary.

Prepares and submits budgets for all MaineHousing and Rural Development properties.

Monitors, maintains , records and implements procedures to maximize investment income through approved investments.

Monitors and assures all financial activities are in compliance with regulatory agencies and other standards.
