The U.S. Patent and Trademark Office is seeking a Human Resources Assistant to join the Workforce Employment Division within the Office of Human Resources in Alexandria, Virginia. In this role, you will support recruitment and placement activities for a broad range of positions. You will help ensure that staffing actions are accurate, timely, and consistent with applicable policies and procedures.

Major duties

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per leave year. These positions are located within the Patents and Trademark and Corporate Workforce Employment Divisions. This rewarding opportunity is the ideal next career step for you if: You're a collaborative team player who will provide administrative assistance and technical support to HR Specialists in support of recruitment and placement programs including merit promotion and delegated examining functions; You're self-sufficient and can independently verify nature of actions, regulatory authority, and data element information in order to code and process personnel actions for appointments, promotions, transfers, separations, etc.; You're proficient at updating automated HR systems such as payroll systems, USA Staffing and other relevant system records during the recruitment and placement process on a regular and recurring basis; and You have excellent customer service skills to support the Workforce Employment Divisions and can respond to non-technical inquiries.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Clerical & Administrative Support positions. Specialized experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level in the Federal service. GS-06 requires one year of specialized experience equivalent to the GS-5 grade level in the federal service. Specialized experience includes: Experience in initiating and processing personnel actions (e.g., new hire actions, promotions, resignations, pay changes, changes in duty station) utilizing a variety of human resources related systems such as HR Connect, NFC, EPIC, PMSO, Electronic Official Personnel Folder (eOPF). Experience in processing personnel actions in both the competitive and excepted service. Experience in providing administrative support to Human Resources Specialists (e.g., organizing information for participants attending new hire orientation, preparing tentative and final offer letters, creating new hire folders, uploading case file documents) and responding to applicants and/or other inquiries. GS-07 requires one year of specialized experience equivalent to the GS-6 grade level in the federal service. Specialized experience includes: Experience in providing administrative support to Human Resources Specialists (e.g., organizing information for participants attending new hire orientation, preparing tentative and final offer letters, creating new hire folders, uploading case file documents) and responding to applicant and/or other inquiries. Experience in selecting appropriate nature of action to process personnel actions in both the competitive and excepted service. Experience in initiating and processing personnel actions (e.g., promotions, resignations, pay changes, new hire actions, changes in duty station) utilizing a variety of human resources related systems such as HR Connect, NFC, EPIC, PMSO, Electronic Official Personnel Folder (eOPF). Experience in assisting with the resolution of system and data errors arising from the interface of an internal human resources information and external payroll system. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

As a general rule, education is not creditable for the GS-06 and GS-07 grade levels covered in this vacancy announcement. However, graduate education may be credited in those few instances where the graduate education is directly related to Human Resources and or the work of the position. If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. Education completed in foreign colleges or universities may be used to meet the requirements. Please refer to General Schedule Qualification Policies for more information. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
