You will serve as a PROGRAM ANALYST in the REQUIREMENTS DIVISION of COMNAVSPECWARDEVGRU.

Major duties

  • You will lead, coordinate, and execute strategic administrative processes for key command decision bodies and governance boards to prioritize capabilities and align long-term organizational programs.
  • You will research, draft, analyze, and coordinate joint capability and requirements documents to formally define operational needs in strict compliance with established defense validation standards.
  • You will interface directly with tactical operators, support teams, and technical engineers to conduct structured discovery interviews and workshops to capture raw operational needs.
  • You will translate raw qualitative feedback and tactical pain points from field users into formal deficiency reports and definitive capability requirements for technical development teams.
  • You will serve as the principal advisor across organizational divisions to guide diverse teams through comprehensive assessments that determine whether solutions require new equipment or training.
  • You will coordinate action items, build consensus, and negotiate positions across subordinate commands and external government agencies to secure formal agreement on key programs.
  • You will align capability roadmaps with organizational budget cycles and financial planning processes to support major defense acquisition decisions and long-term funding goals.
  • You will develop and present point papers, staff studies, executive critiques, and formal briefings to flag-level officers, Senior Executive Service leaders, and operational unit leadership

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Directing joint personnel to author JCIDS/SOFCIDS requirements; managing acquisition milestone reviews and defense budget processes; applying evaluative fact-finding to resolve complex stakeholder discrepancies. Drive Command Governance: Lead, coordinate, and execute processes for key command decision bodies, including the Quarterly Requirements Review Board (RRB), Capabilities Baseline Review (CBR), and Integrated Prioritized Program List (IPPL).

Author Joint Requirements Documents: Research, draft, analyze, and staff core capability documents-including Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), and DOTMLPF-P Change Recommendations (DCRs)-in compliance with JCIDS and SOFCIDS standards.

Conduct Direct Requirements Elicitation: Interface directly with tactical Special Operations Forces (SOF) operators, combat support elements, and technical engineers to conduct structured requirement-discovery interviews and workshops.

Translate Operational Feedback: Synthesize raw, qualitative operator feedback and tactical pain points into formal Operational Deficiency Reports (ODRs) and definitive capability requirements.

Consult on DOTMLPF-P Analysis: Serve as the command advisor across directorates and working groups to explain, de-mystify, and guide teams through the DOTMLPF-P process to evaluate non-materiel vs. materiel solutions.

Facilitate Inter-Echelon Staffing: Coordinate action items, build consensus, and negotiate positions (concurrence, non-concurrence, programmatic redirection) across USSOCOM, Naval Special Warfare Command (NSWC), and external government agencies.

Integrate with PPBE & Acquisition Milestones: Align capability roadmaps with the Program Objective Memorandum (POM), Amended POM (APOM), and Future Years Defense Program (FYDP) cycles to support DoD 5000-series milestone decisions.

Deliver Executive Decision Support: Develop and present point papers, staff studies, executive critiques, and formal briefings to flag-level officers, Senior Executive Service (SES) leaders, and operational unit leadership.

Targeted Mission Skills

Experience authoring, reviewing, staffing, and defending formal capabilities documentation (ICDs, CDDs, CPDs, DCRs) within either JCIDS or SOFCIDS frameworks.

Proven track record conducting discovery sessions with end-users and technical teams to capture raw operational needs and convert them into actionable Operational Deficiency Reports (ODRs).

Demonstrated experience applying the DOTMLPF-P framework to analyze operational gaps, determine materiel versus non-materiel solutions, and draft formal change recommendations.

Working knowledge of DoD 5000-series acquisition policies, milestone review decision gates, and participation in Integrated Product Teams (IPTs).

Experience integrating requirements into the Planning, Programming, Budgeting, and Execution (PPBE) process, including POM/APOM inputs, Budget Estimate Submissions (BES), and Major Force Programs (MFP).

Proven ability to build consensus across divergent technical and operational stakeholders, resolve conflicting viewpoints, and produce executive-level staff packages, decision papers, and briefings.

Desired Senior-Level Skillset

Operator Rapport & Consultative Engagement: Proven ability to build immediate credibility with elite tactical operators and technical subject-matter experts, using advanced interpersonal techniques to draw out unstated needs.

NSW-Specific DOTMLPF-P Mastery: Demonstrated track record guiding operational units through DOTMLPF-P trade-offs unique to maritime special operations (e.g., evaluating tactics/doctrine updates vs. training pipelines vs. specialized maritime materiel).

Maritime Special Operations Domain Knowledge: Substantive familiarity with Naval Special Warfare mission sets, tactics, techniques, and procedures (TTPs), and specialized maritime equipment (e.g., combat submersibles, tactical combat craft, specialized SOF communications and ordnance).

Headquarters Navigation (USSOCOM / WARCOM): First-hand experience staffing and advocating capability packages through the USSOCOM Requirements & Resources Directorate (J8/J9) and Naval Special Warfare Command headquarters.

KPP/KSA Engineering Translation: Demonstrated capability to translate nuanced, qualitative tactical feedback into mathematically defensible, testable Key Performance Parameters (KPPs) and Key System Attributes (KSAs).

Portfolio Prioritization Methodologies: Experience developing multi-criteria qualitative and quantitative scoring models to rank-order capabilities for an Integrated Prioritized Program List (IPPL) under constrained budgets.

Rapid Acquisition & Middle Tier Authority (MTA): Direct experience utilizing Section 804 Middle Tier Acquisition pathways (Rapid Prototyping and Rapid Fielding) to bypass conventional timelines and field urgent operational capabilities.

Formal Acquisition Certification: Defense Acquisition Workforce Improvement Act (DAWIA) certification in Engineering & Technical Management (ETM) or Program Management (PM), or industry equivalent (PMP, INCOSE CSEP).
