You will serve as the primary Harassment Prevention and Response Program (HPRP) coordinator for NAWCWD, in the HUMAN CAPITAL MANAGEMENT GROUP LABOR & EMPLOYEE RELATIONS DEPT of NAVAIRWARCENWPNDIV CHINA LAKE.

Major duties

  • You will conduct initial intakes, using judgment and knowledge of applicable law and agency policy to inform questions that will capture the full scope and severity of reported issues.
  • You will evaluate reported allegations for coverage under existing prevention of harassment or discrimination policies.
  • You will identify, develop, and execute training opportunities for both leadership and employees based on local trends identified via data analysis.
  • You will manage various employee relations program areas such as performance management programs; employee benefits, worker’s compensation; and/or time, leave and pay issues.
  • You will be conducting strategic trend analysis and collaborating closely with organizational leadership and EEO officials to execute barrier analyses.

Qualifications

To Qualify for the DA-05 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (DA-4; GS-11/12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Comprehensive knowledge of federal law and DoD/DoN policies for managing harassment and retaliation cases. - Experience independently managing the full lifecycle of complex harassment cases, exercising expert judgment to determine appropriate action and mitigate agency liability. - Experience conducting strategic trend and barrier analysis to identify systemic issues and develop targeted prevention strategies. - Extensive experience advising leadership and collaborating with EEO and Counsel on sensitive matters. To Qualify for the DA-04 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (DA-3; GS-09/10) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Strong working knowledge of federal law and DoD/DoN policies to conduct thorough case intakes and provide effective recommendations. - Experience managing harassment cases through their lifecycle, including maintaining proactive communication with involved parties. - Experience collecting, analyzing, and maintaining program data and metrics in strict compliance with reporting requirements. - Experience coordinating with stakeholders to carry out administrative and programmatic requirements, such as training and official notifications.
