Supervisory Marine Accident Investigator

This position is a Supervisory Marine Accident Investigator located in the National Transportation Safety Board (NTSB), Office of Marine Safety (OMS), Investigations Division. OMS investigates major marine casualties to determine the probable cause and identify safety recommendations that will prevent similar events in the future. The Investigations Division provides investigators-in-charge (IICs) and group chairmen for marine accident investigations.

Major duties

As a Supervisory Marine Accident Investigator, GS-1801-15, you will perform the following major duties: Serve as Branch Chief of Investigations Division by determining marine accident investigation assignments within the Division based on team schedule, nature of accidents, distribution of workload, and required skills and qualifications of the Investigator-In-Charge (IIC) and group chairpersons. Promote teamwork and counsel IIC's and group chairpersons on investigative operations. Receive updates from the investigation scene, track the progress of all open investigations, and provide updates to the Investigations Division Chief and Office of Marine Safety (OMS) management of upcoming milestones. Responsible for overall timeliness and quality of products, including technical accuracy and adequacy, investigative approach, issue identification based upon facts, thoroughness of analysis, and general presentation of work products. Set and adjust short-term priorities of subordinates, evaluate work performance and appraise staff performance. Identify developmental and training needs of staff, conduct and/or plan training courses to maintain and improve both technical and investigative employee skills. Develop and make speeches and/or formal presentations to national, international, and local groups related to marine safety topics. Direct investigators in the preparation of NTSB's public hearings and participate as a member of the technical panel.

Qualifications

To qualify for this position, you must meet the following Basic Requirements: To qualify for this position, you must possess one year of specialized experience equivalent to the GS-14 in the federal service. Specialized experience is defined as: applying principles and practices of marine accident investigation and marine transportation safety sufficient to provide leadership; AND utilizing knowledge of legislation, Code of Federal Regulations, and guidelines governing marine transportation safety sufficient to recognize deficiencies in the regulatory oversight of marine transportation activities; AND serving as lead investigator (e.g., IIC) by managing all aspects of marine investigation including coordinating investigative parties, setting schedules, and maintaining budget.
