About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Major duties

  • Serves as the J82, Program and Budget Division Chief and principal advisor to the Deputy, J8 and staff on all program and budget issues affecting the U.S. Cyber Command Budget Estimate Submission and President’s Budget Submission.
  • Directs programs under the Joint Staff office of Resource Management and is delegated to coordinate the functions of budgeting, manpower control, programming, acquisition management oversight, and in-sourcing/out-sourcing programs.
  • Shares external representational duties with the director on various committees, boards, working groups, and other intra- and inter-agency forums.
  • Establishes annual, multi-year, and long-range forecasts and plans for manpower, budget and accounting requirements.
  • Fully supervises subordinates to include establishing priorities and work schedules and assigns and evaluates work

Specialized experience would be demonstrated by 1) Providing expert leadership in planning, programming, budgeting, and execution by managing manpower, financial resources, and program oversight to support mission requirements and develop Budget Estimate Submission (BES) and President's Budget (PB) submissions; 2) Collaborating with senior leaders and DoD organizations to interpret policy, set priorities, lead special studies and projects, and provide guidance on resource allocation, program development, and organizational performance; 3) Developing and overseeing short- and long-range manpower and budget plans, assessing workload and mission changes; 4) Directing major analyses or initiatives that influence resource requirements, mission priorities, and financial operations. This position is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure.
