You will serve as a Operations Research Analyst of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Major duties

  • You will conduct scientific and technical analyses to formulate definitive methodologies relative to ordnance requirements and operational priorities.
  • You will prepare an ordnance assessment to be included in the Integrated Strategic Capabilities Plan to enable the ordnance assessment, develop a database containing procurement, and inventory requirements.
  • You will provide authoritative programmatic and budgetary guidance and direction for naval ordnance items, systems, and requirements.
  • You will represent the Naby as a member of the DoW Munitions Requirements Process Working Group.
  • You will be responsible for database development, calculation of requirements and analysis of results.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: 1) Mastery of and skill in applying the principles, theories, and methodologies of operations research sufficient for the development/assessment of the Naval Munitions Requirements Process (NMRP) and Navy/USMC munitions programs; 2) Mastery knowledge and expertise of naval ordnance and munitions requirements to lead analyses or assessments using statistical analysis, simulations, decision theory, mathematical programming, or economic analysis; 3) Expert knowledge of military mission and naval operations related to military strategy and tactics to lead in negotiations, evaluations, and resolution of complex problems; 4) Expert knowledge of the Navy ordnance programs and the DoW Planning, Programming, Budgeting and Execution (PPBE) process and analytical techniques to direct and review analyses of these matters; 5) Knowledge of Joint Staff, OSW, Navy, USMC, and other organization roles in the development of technical and scientific information affecting Navy ordnance planning, study coordination, and support for specific budgetary/programming inputs to the Navy's ordnance requirements. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
