The primary purpose of this position is to serve as a Management and Program Analyst at the Division level. Schedules, coordinates, and reviews activities of the Division and of the Branch Chiefs with respect to their interaction with Senior Directorate and other Headquarters staff.

Major duties

Provides organizational and operational expertise to improve mission effectiveness, resource efficiency, and savings for the Division. Provides support to management in planning, organizing, and overseeing the activities of the Logistics Readiness Division's resource management, information management and administrative processes and functions. Performs special assignments to include resource management, long-term planning, functional/technical advice and guidance, executive support, and continuity of Division program management. Represents the Division Chief at meetings attended by representatives of other staff offices, HQ and/or other Major Commands, HQ USAF, and other military agencies. Directs the Command Logistics Readiness Recognition Program. Responsible for providing advice and support to leadership across the entire spectrum of Division activities; serves as a management program support analyst for the Division in managing staff activities and in ensuring proper execution of the directorate's mission.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and MAnagement Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans, programs, and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment. Knowledge of Common Support Equipment (i.e., common equipment supporting multiple weapon systems or programs/activities; not solely supporting a singular, distinct weapon system requirement) program goals and objectives, sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various entities involved in overall planning and execution of military operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of advanced management and organizational principles and practices, as well as qualitative and quantitative methods for the assessment and improvement of critical Command business practices, plans, and programs. 2. Knowledge of Headquarters Air Force, Air Force Reserve Command, and other major command policies, procedures, structures, missions, programs, and organizational relationships. 3. Knowledge of financial, budget, and resource management practices and principles. 4. Skills in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternative/solutions and making recommendations to resolve problems. 5. Ability to analyze, plan, and adjust work operations, direct team study work, and negotiate effectively with management to implement recommendations. 6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy to teammates of all levels, skill, and experience, to include senior leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
