About Entity
Hamad Bin Khalifa University (HBKU) established the College of Public Policy in 2019. The college has three degrees (Master of Public Policy, Master of Social Policy and Program Evaluation, Master of Global Health Policy) and a Graduate Certificate in Public Policy taught in Arabic. The college works to empower the next generation of ethically grounded public leaders in Qatar and beyond. Students are given an inclusive and diverse learning environment that promotes a culture of excellence, integrity, respect, and fairness. All faculty members are active in research with a broad agenda addressing national and global challenges and policy priorities.
The Master of Public Policy (MPP) program has earned triple accreditation; the Network of Schools of Public Policy, Affairs, and Administration (NASPAA), the European Association for Public Administration Accreditation (EAPAA), and the International Commission on Accreditation of Public Administration (ICAPA). It is the first MPP program in the Gulf region and the second MPP program in the Middle East and North African (MENA) region to earn such a prestigious recognition. The college is also exploring developing a PhD program.

Open rank positions (Assistant, Associate, Professor) of Public Policy
Job Description
Demonstrate expertise in public policy, with specialization or strong teaching and research interests in public administration, governance, or closely related areas.
Maintain an active research agenda; conduct and publish research in the field of specialization; seek external research funding; and supervise graduate theses and research projects.
Teach assigned graduate courses and seminars and, where appropriate, contribute to undergraduate or service teaching, while supporting student learning and academic development.
Supervise independent study activities and serve as academic advisor to students.
Participate in, and where appropriate, chair university and college committees.
Contribute to curriculum development, program enhancement, international accreditation processes, and academic quality assurance.
Provide service to the college, university, profession, and wider policy community relevant to the academic specialty.
Disseminate research findings through publications, conferences, policy engagement, and scholarly presentations to enhance HBKU’s reputation.
Perform other reasonable tasks as assigned by the dean or the university.
Minimum Knowledge, Skills & Experience
Ph.D. or terminal degree from an accredited university in public policy, public administration, political science, governance, policy evaluation, or a closely related field.
There will be two open rank appointments considered at the assistant, associate, or professor level, depending on qualifications, experience, and scholarly record.
Relevant full-time university teaching and research experience appropriate to the rank sought, with evidence of scholarly productivity, teaching effectiveness, and professional development.
Demonstrated excellence or clear potential in teaching, student supervision, curriculum development, and program development.
Research and scholarly achievements commensurate with the rank sought at a research-intensive university.
Evidence of participation in the scholarly and academic affairs of a university or relevant professional society.
A growing or established portfolio of scholarly work, including publications, funded research, policy-relevant outputs, or other forms of academic contribution comparable to peers at leading research universities.
Evidence of an emerging or established regional and international reputation within the scholarly discipline, appropriate to the rank sought.
Ability to work effectively with diverse groups, cultures, and communities.
Demonstrated ability to develop networks and collaborations within HBKU and with partner institutions in teaching, research, and policy engagement.
A track record of engaging and collaborating with policy stakeholders at national, regional, or international levels.
Arabic language is an asset.
