Lead Auditor
This position is in the Office of the Chief Financial Officer (OCFO), conducts a program of financial activities applicable to State agencies that receive FSIS funds for the Cooperative Inspection Programs.
Major duties
- Conduct and oversee onsite and virtual financial and compliance reviews of State agency operations, financial systems, and practices.
- Provide assistance and guidance to State agencies on financial policies, procedures, and requirements under Cooperative Inspection Programs.
- Monitor team and individual progress, review completed work, adjust priorities, and ensure timely completion of assignments.
- Perform oversight desk reviews for Federal financial assistance, such as reviews of final financial reports.
- Serve as a team leader, functioning as a coach, facilitator, and negotiator to coordinate team activities, consensus building, and task distribution.
- Formulate and recommend financial review policies and programs in collaboration OCFO leadership.
- Provide training, guidance, and technical assistance to team members on administrative, analytical, and technical tasks.
- Monitor team and individual progress, review completed work, adjust priorities, and ensure timely completion of assignments.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience at the GS-13 or equivalent grade level that demonstrates: - Leading onsite and virtual financial and compliance reviews of State Agency operations assessing system practices, and adherence to Federal requirements; - Providing expert financial policy and procedural guidance to State Agencies under Cooperative Inspection Programs, resolving complex reporting and billing issues; -Conducted oversight desk reviews of Federal financial assistance, verifying compliance, analyzing final financial reports, and following up on fiscal expectations; - Reviewing, analyzed, and negotiated indirect cost proposals, including maintaining contributions to the Government-wide indirect cost rate repository; - Serving as a team leader, coordinating activities, training staff, monitoring progress, and developing analytical tools and guidelines to strengthen program oversight. Education
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
