HR Manager
Key Responsibilities:
Human Resources Management Strategic Planning: Develop a localized HR strategy based on the factory’s development goals to support production ramp-up and long-term operations.
Recruitment & Staffing: Lead recruitment for mid-to-senior management, technical specialists, and skilled sewing workers (with strong knowledge of the Egyptian home textile/apparel labor market).
Establish local recruitment channels (e.g., government labor offices, vocational training schools, local job platforms).
Training & Development: Design training programs for sewing skills, workplace safety, quality systems, etc., to enhance technical and managerial capabilities of local staff.
Performance & Compensation:
Develop a compensation system compliant with Egyptian labor law (including piece-rate wages, overtime calculation, etc.).
Implement KPI assessment systems, balancing Chinese headquarters’ management requirements with local cultural differences.
Employee Relations: Handle employee communications, labor disputes, employee grievances, ensuring compliance and minimizing labor risks.
Administration Management Logistics Support: Manage factory catering, accommodation, commuting, security, cleaning, and other administrative matters to meet the living needs of both Chinese and Egyptian staff.
Compliance & Government Affairs: Liaise with Egyptian government bodies such as the General Authority for Investment (GAFI), economic zones, Ministry of Manpower, social insurance authorities, etc.; handle company licenses, documentation, and social insurance registrations.
Policy Implementation: Adapt and implement Chinese management systems locally (e.g., attendance, discipline, safety procedures) ensuring cultural fit.
Cross-Cultural Management Build a communication bridge between Chinese and Egyptian management teams, organizing cross-cultural training to reduce cultural conflicts.
Coordinate collaboration between Chinese expatriates and local staff to enhance team cohesion.
QualificationsMandatory Requirements
Experience: 10+ years of HR management experience in manufacturing; experience in textile factory management is strongly preferred.
Experience managing local teams in Egypt, or 0-1 factory start-up HR experience is preferred.
Professional Competencies: In-depth knowledge of Egyptian labor law, social insurance/tax systems, visa policies, and union operation rules.
Familiar with all administrative modules in manufacturing (security, canteen, vehicle fleet, dormitory, etc.).
Proficient in office software.
Languages & Communication: Fluent English as a working language. Chinese is a strong plus.
