This position sits within the State Department's Bureau for International Narcotics and Law Enforcement Affairs, specifically in the Office of Security Assistance and Operations (INL/SAO). INL/SAO manages the development and execution of INL's budget and oversees administration of all INL counter-narcotics and law enforcement programs. Its responsibilities span financial management, personnel, acquisitions, administration, program oversight, training across the Bureau's global operations.

Major duties

  • Serves as an advisor and consultant to INL leadership and other Bureau principals on major security assistance program issues , including providing advice regarding security assistance programming analyses, monitoring, and oversight.
  • Manages supervisory and management duties for bureau-wide accountability and training functions, including financial, personnel, and other administrative requirements.
  • Oversees identification and development of training and professional development programs for security assistance programming implementation.
  • Coordinates INL's engagement with oversight bodies (OIG, GAO, etc.). Represents Bureau interests; ensures timely, accurate responses to audits, inquiries, and compliance reviews.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience setting strategic goals, developing policies, managing budgets and controls, and applying INL security assistance knowledge to mitigate risk. Experience advising INL senior principals on security assistance program issues and directing program oversight. Experience supervising and developing INL staff to support policy, leadership, and program goals. Experience designing and implementing training programs with measurable outcomes. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-15 position.
