Responsible for planning, managing and delivering the Town Council's maintenance, cyclical maintenance, upgrading and improvement projects. The role encompasses project planning and execution, site supervision, quantity surveying, cost management and budgeting, contract administration during project implementation, and stakeholder engagement to ensure projects are delivered safely, on time, within budget and to the required quality standards. Key responsibilities Support procurement and tender exercises by preparing project specifications, scope of works and technical requirements. Participate in tender and quotation evaluations and provide technical recommendations for project awards. Administer awarded contracts, including contract variations, claims and extension of time applications. Prepare cost estimates, project budgets and forecasts for maintenance, upgrading and improvement projects. Assess and certify progress payments. Monitor project expenditure against approved budgets and funding allocations. Recommend and implement cost optimisation and value engineering measures. Prepare annual budget estimates and funding requirements for cyclical maintenance, upgrading and improvement projects. Manage cyclical maintenance works including repainting, reroofing, repairs and replacement programmes. Oversee estate improvement, upgrading and enhancement projects from inception to completion. Develop project schedules and monitor progress against approved timelines, budgets and quality requirements. Conduct site inspections and ensure compliance with contract specifications, safety requirements and statutory regulations. Coordinate and manage consultants, contractors, utility agencies and other relevant government authorities to ensure timely completion of projects. Identify and resolve project delivery, technical and operational issues in a timely manner. Liaise and coordinate with residents, grassroots organisations, government agencies and service providers on project planning, implementation and operational matters. Investigate, respond to and follow up on residents' feedback, enquiries and complaints relating to upgrading and improvement works. Provide technical, contractual and procurement advice to internal departments. Build and maintain effective working relationships with contractors and consultants. Ensure contracts and projects comply with relevant statutory requirements, Town Council regulations and workplace safety standards. Identify project, contractual and operational risks and implement appropriate mitigation measures. Support internal and external audits. Monitor contractor performance against contractual KPIs, service standards and project deliverables Maintain accurate and complete project and contract documentation for governance, audit and record-keeping purposes. Undertake any other duties and responsibilities as assigned by Management.

Requirements Diploma or Degree in Building Management, Facilities Management, Quantity Surveying, Construction Management, Engineering or a related discipline. At least 3-5 years of relevant experience in project management, contract administration, quantity surveying, facilities management, property management, construction or municipal services. Experience in managing cyclical maintenance, estate upgrading, improvement works or public sector projects will be an added advantage. Proficient in Microsoft Office applications, including Excel, Word, and PowerPoint. Strong communication, stakeholder management, negotiation and problem-solving skills. Ability to work independently, manage multiple projects concurrently and meet tight deadlines.
