LOGISTICS MANAGEMENT SPECIALIST

Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to exercise supervisory and managerial authorities over the Materiel Management Flight in the Logistics Readiness Squadron (LRS).

Major duties

Plans, organizes, and oversees the activities of the Material Management Flight. Exercises supervisory personal management responsibilities. Represents the Material Management Flight with a variety of installation and functional area organizations. Directs the stocking, storing, issuing and decenstralized inventory management of Dod supplies and equipment for the installation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management, Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations, and laws applicable to a full range of logistics management responsibilities. Ability to conduct significant interpretation of interstate commerce laws and regulations for application to achieve national security readiness requirements for the Wing. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve logistics management issues or problems. Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies and procedure and work plans dealing with the development of wing strategic visions, to evaluate overall logistics efficiency and effectiveness of program operations and recommend improvements. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Ability to apply knowledge to develop new or modified work methods, organizational structures, records, and files, management processes, staffing patterns, and procedures for administering programs, guidelines, and procedures. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge and skill in conducting detailed analysis of complex work functions and work processes. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of logistics management operations that include supply and transportation policies, practices, techniques, and laws, and of standard base supply system computer policies, procedures, and programs. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to identify, analyze, and translate complex information and to evaluate options concerning the effectiveness and efficiency of supply programs and operations. Ability to effectively communicate, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
