The position is located in U.S. Department of Agriculture (USDA), the Office of the Chief Financial Officer (OCFO), Transformation Management Organization (TMO), in New Orleans, Louisiana. This position serves as the Enterprise Data Management Manager and principal advisor to the Chief Transformation Officer on enterprise data strategy, governance, stewardship, quality, standards, policy, and the strategic use of data in support of Department-wide modernization.

Major duties

  • Leads enterprise data governance, data integration, data migration, data quality, analytics, reporting, and metadata management.
  • Defines data standards, establish data stewardship models, manage master data, improve data quality, and support interoperability across enterprise systems.
  • Supports data integration for HR, payroll, financial management, identity management, analytics, cloud services, and shared services.
  • Works with technical, functional, cybersecurity, privacy, and governance stakeholders to ensure reliable, secure, and usable enterprise data.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-15 One year of specialized experience, equivalent to the GS-14 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Program Manager: Experience leading organization wide data strategy or integration efforts that improve data quality, consistency, and usability; developing and applying enterprise level policies or standards to solve complex data or operational problems across multiple teams or organizations; and guiding senior leaders in using data to inform decisions and advance large modernization or transformation initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
