Required Skills: • Bachelor's degree from an accredited institution. • Minimum 10 years of experience supporting Department of Defense, Navy, or Federal workforce planning, strategic planning, facilities planning, organizational management, or related programs. • Demonstrated experience leading complex planning initiatives involving multiple stakeholders and competing priorities. • Experience developing workforce analyses, staffing models, organizational assessments, and strategic planning products. • Knowledge of Navy organizational structures, shore installation management, and resource planning processes. • Experience supporting senior executive decision-making through data analysis, executive briefings, and strategic recommendations. • Demonstrated ability to develop policies, SOPs, governance documents, and organizational guidance. • Strong written and verbal communication skills with experience developing executive-level products. • Experience facilitating cross-functional teams and stakeholder engagements. • Proficiency with Microsoft Office Suite, Power BI, SharePoint, and other collaboration and analytics tools. • Active Secret Clearance or ability to obtain and maintain one.

Desired Skills: • Master's degree in Urban Planning, Public Administration, Business Administration, Organizational Development, Engineering, or a related field. • Project Management Professional (PMP) certification. • Direct experience supporting NAVFAC, CNIC, Commander Navy Regions, or Navy shore infrastructure organizations. • Experience with Real Property planning, facilities planning, installation development planning, DD1391 development, master planning, and infrastructure investment strategies. • Knowledge of Navy planning criteria, facility requirements development, and shore infrastructure governance processes. • Experience supporting Program Objective Memorandum (POM) development and resource allocation decisions. • Experience leading organizational transformation, workforce realignment, or change management initiatives. • Experience developing performance metrics, dashboards, and decision-support tools. • Experience serving as a Contracting Officer Representative (COR) or supporting acquisition and contract management activities. • Familiarity with enterprise planning systems, facilities management systems, and workforce analytics platforms.

At Significance, your base pay is one part of your total compensation package and is determined within a range. Our pay ranges are based on the local cost of labor benchmarks for each specific role, level, and geographic location.

We carefully consider a wide range of factors when determining compensation, including but not limited to experience; job-related skill sets; relevant education or training; and other business and organizational needs. The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply. This position is also eligible for a comprehensive and generous benefits package.
