Project Manager (Consultant) — Level 2 IT Project Management & Application Operations | Singapore Government Sector About the Role Your work will directly power 10+ critical eServices used by millions in Singapore's workforce landscape . You will manage the day-to-day operations and delivery of the Common Services Provider (CSP) and Common Payment Gateway (CPG) systems — mission-critical platforms supporting MOM eServices. This is a role for a PM who thrives at the intersection of technology, vendors, security, and governance , and takes pride in keeping national-grade systems running flawlessly. What You'll Be Doing 🔧 Systems Operations & Service Continuity Own day-to-day operations of CSP/CPG production systems — availability, maintenance, recovery Drive incidents, problems, changes, and service requests to closure within SLAs Manage dependencies across internet-facing MOM eServices; coordinate AWS/GCC hosting and infrastructure matters with vendors Champion business continuity and prevent unplanned downtime 🤝 Vendor, Contract & Financial Management Manage vendors on performance, SLAs, deliverables, defects, CRs/SRs — including challenging proposals and estimates Monitor budgets, expenditure, and quotations; flag financial risks early Lead contractual governance, service reviews, and performance escalations 🔐 Security, Audit & Compliance Coordinate security, audit, and compliance activities — evidence collation, remediation tracking, findings closure Apply Singapore Government ICT policies and IM8 requirements ; ensure vulnerabilities are owned, tracked, and closed 📊 Project Delivery & Governance Build project plans, risk registers, and issue logs; lead cross-functional delivery across teams, vendors, and stakeholders Coordinate UAT, deployment, transition, and post-implementation activities Produce status reports, governance papers, and executive dashboards, applying Agile and/or Waterfall as appropriate 📈 Continuous Improvement Improve processes, resilience, and vendor delivery through data and lessons learnt; maintain operational documentation and escalation arrangements.

What You'll Bring Minimum 5 years in IT project management and/or application operations, preferably in the Singapore public sector. Experience managing mission-critical production systems and internet-facing eServices. Familiarity with AWS/GCC cloud environments , IM8 requirements , and government security/compliance controls. Experience with IT/security audits , Singpass/Corppass integrations, and payment gateways (GIRO, PayNow, banks/PSPs such as DBS or Stripe). Full-lifecycle project delivery and vendor management expertise (SLA/KPI tracking, CR/SR, escalations). PMP, CITPM, or equivalent certification preferred. Independent and self-driven — you investigate first and own outcomes end-to-end. Composed under pressure; you flag risks early and bring solutions, not just problems. Clear communicator with technical and non-technical stakeholders alike.
