About the role

We are looking for Business Analysts with experience in IHL (Institute Of Higher Learning) to join a large-scale Student Information System (SIS) modernisation programme. The programme replaces a legacy SIS built on Oracle applications and infrastructure with a microservices solution on AWS cloud infrastructure , delivered in phased releases with the legacy and new platforms running in co-existence until migration is complete.

The Business Analyst is the bridge between how academic services actually work and what the delivery team builds. You will work directly with academic and administrative process owners to capture requirements at the level of detail that engineers can build against and testers can verify, and you will carry that understanding through design, build, testing and go-live.

Domain

The programme covers the student academic lifecycle end to end, from the academic structures an institution sets up each year, through admission into candidature, registration and enrolment, assessment and examinations, progression and academic standing, to graduation, conferment and credentials.

It also covers postgraduate coursework and research degree candidature. The student record and status changes run alongside the lifecycles; operational and analytical reporting depend on all these business processes.

What you will do

  1. Plan and facilitate requirement workshops with academic and administrative process owners, and elaborate business processes into detailed business rules, decision logic, exception paths and role-based access.
  2. Translate requirements into functional specifications with clear acceptance criteria, and maintain traceability from requirement through design, build and test.
  3. Conduct fit-gap analysis, and distinguish between standard sector practice, institution specific practice and legacy workarounds that should not be carried forward.
  4. Analyze how business processes and data operate across the legacy and new platforms during co-existence, including interim processes, the authoritative source of each data set at each stage, and cutover requirements.
  5. Design the to-be business processes and data operability.
  6. Work with designers on student and staff journeys, providing the process and policy grounding for experience design.
  7. Support data migration through source to target mapping, data quality rules and reconciliation criteria.
  8. Design test scenarios, support user acceptance testing, and contribute to business readiness, training and change materials.
  9. Define functional requirements for integrations between the SIS and surrounding enterprise and third-party systems.
  10. Maintain the requirements baseline through formal review and sign-off, manage requirement changes through the agreed change control process, and support phase gate reviews.

Required experience

  • At least 2 years of business analysis experience, of which at least 1 year in higher education (AU preferred), either on SIS projects or within an institution's academic services.
  • Delivery experience on at least enterprise system implementation or change requests through to go-live, with direct ownership of requirements, testing or business readiness.
  • Strong workshop facilitation skills and confidence working with senior administrative and academic stakeholders.
  • Ability to write clear, structured requirement documentation of quality for formal review and sign-off.
  • Comfortable working alongside technical teams on APIs, data and microservices based designs.

Preferred

  • Experience with packaged or legacy SIS platforms, such as Oracle PeopleSoft Campus Solutions, Workday Student, Ellucian or custom-built Oracle based systems.
  • Data migration experience from Oracle databases or other legacy platforms, including mapping, cleansing and reconciliation.
  • Exposure to cloud native or AWS based delivery programmes.
  • Familiarity with Singapore higher education policy and reporting requirements.
  • Business analysis or agile certifications, such as professional scrum master.

Attributes

  • You are comfortable influencing a process owner on how to prioritize must-have and good-to-have; scope control but with good stakeholder management skills.
  • You ask the second and third question until the rule is clear, you notice when two stakeholders are describing the same process differently, and you write it down in a way that leaves no room for interpretation.

Note : Project will start only in Jan 2027
