Job objective
The Senior Site HSE Engineer, working under a Project Management Consultant (PMC), is responsible for ensuring that all engineering, procurement, and construction (EPC) site activities comply with ADNOC’s HSE standards, regulatory requirements, and international best practices. The role focuses on proactive risk management, incident prevention, and fostering a strong safety culture across site operations.
HSE leadership & oversight
Act as the PMC’s focal point for all site HSE matters
Ensure EPC contractors implement and adhere to ADNOC HSE policies, procedures, and standards
Provide leadership in promoting a “Zero Incident” and “Safety First” culture
Interface with ADNOC HSE representatives and internal stakeholders
Compliance & assurance
Monitor contractor compliance with:
ADNOC HSE standards & codes of practice
Project HSE management plans
UAE legal and regulatory requirements
Conduct regular HSE audits, inspections, and site walkdowns
Review and approve contractor HSE deliverables (method statements, risk assessments, HAZID/HAZOP follow-ups)
Risk management
Identify, assess, and mitigate site-related hazards
Ensure implementation of control measures for high-risk activities such as:
Lifting operations
Working at height
Confined space entry
SIMOPS (Simultaneous Operations)
Participate in Job Safety Analysis (JSA) and Task Risk Assessments (TRA)
Incident management
Lead or participate in incident investigations using root cause analysis methodologies
Ensure timely reporting and closure of incidents in line with ADNOC requirements
Track and analyze HSE performance metrics and trends
Site monitoring & reporting
Monitor daily site activities to ensure safe execution of work
Prepare weekly and monthly HSE reports for PMC and ADNOC management
Maintain records of inspections, observations, and corrective actions
Training & awareness
Conduct HSE inductions, toolbox talks, and awareness campaigns
Mentor junior HSE engineers and contractor HSE staff
Promote behavioral safety programs and initiatives
Emergency preparedness
Support development and implementation of Emergency Response Plans
Participate in emergency drills and ensure site readiness

Expected:
BSc, BEng or equivalent with extensive relevant experience
Demonstrable balance of industrial experience at a relevant level and position
Minimum of 15 years relevant experience in the oil and gas industry
Minimum of 6 years proven capability in an EPC company
Previous experience of site-based project work involving field engineering, construction, commissioning, operations, or maintenance would be an advantage
Experience of working with multi-national and multi-cultural project teams is strongly preferred
Previous experience of working in the Middle East would be an advantage
