Project Manager - Data & System Integration (Public Sector)

Your tasks

We are seeking an IT Project Manager to oversee projects and system enhancements, working with vendors, users, and application and infrastructure teams to deliver outcomes within agreed timelines, budgets and quality standards. The role also supports day-to-day IT operations and helps ensure that systems and processes meet governance and security requirements.

• Manage multiple vendors and external ICT service providers, coordinating with application and infrastructure teams to deliver projects and enhancements on time and within budget.
• Manage project scope, budget and schedule, and provide regular management reports.
• Ensure projects are delivered according to plan and meet identified business needs within agreed cost, duration and quality parameters.
• Participate in requirements gathering, user acceptance testing (UAT), training and implementation activities.
• Plan UAT in collaboration with users.
• Review project deliverables, including functional specifications, system test plans and results, user guides and operations manuals.
• Assess service requests for system enhancements and maintenance.
• Ensure service level agreements for projects and incidents are met.
• Identify project risks and their potential implications for the organisation, and recommend mitigating measures.
• Ensure development processes, procedures and systems comply with IT management and quality management policies, as well as security guidelines.
• Manage and resolve day-to-day IT issues relating to applications, infrastructure or security to support smooth operations.
• Work with relevant parties to resolve security vulnerabilities identified during the contract period.

Requirements

• Tertiary education in a relevant field is preferred.
• Hands-on experience in at least two full project development life cycles.
• Relevant professional certifications such as ITIL, PMP or equivalent.
• Strong vendor management skills, including experience managing vendor performance and ensuring compliance with contractual obligations.
• Ability to coordinate vendors and technical teams towards common project outcomes.
• Knowledge of, or hands-on experience in, one or more of the following technical areas:
• Database management: Oracle and/or Microsoft SQL Server databases, including real-time data replication technologies.
• API and systems integration: API management and system integration.
• Server infrastructure: Windows and Linux server administration and management.
• Experience in the Singapore Government environment, with familiarity in IT governance, procurement, budgeting, risk and compliance management, and security policies and standards.
• Strong analytical, conceptualisation and problem-solving skills.
• A collaborative team player with strong organisational and people-handling skills.
• Excellent written and verbal communication skills, including the ability to present ideas and influence stakeholders.

• Experience with Amazon Web Services (AWS), including cloud architecture, deployment and operations.
• Up-to-date knowledge of technology trends and best practices.
