Business Analyst - Common Data Environments (Public Sector)
1-year contract, renewable Hybrid work arrangement Government project
About the Role
We are looking for a Business Analyst specialising in Common Data Environments (CDE) and construction digitalisation to support JTC's Partner Experience products and broader construction technology ecosystem, including platforms from Autodesk, Nemetschek and LeapThought. Unlike a traditional requirements-focused Business Analyst, this role operates at the intersection of business processes, information management, data standards and digital delivery. The role will shape how project, design, construction, asset and operational information flows through platform-enabled CDEs, ensuring that information remains structured, governed, traceable and usable across the asset lifecycle.
Key Responsibilities
- Analyse and document end-to-end processes spanning planning, design, construction, project delivery, handover, asset management and operations.
- Define and maintain CDE information workflows, governance controls, roles, responsibilities and data ownership models across the asset lifecycle.
- Establish information management requirements, naming conventions, metadata standards, classification structures, approval states, retention rules and lifecycle workflows.
- Translate operational and information management needs into clear digital workflows and platform requirements across CDE and construction technology solutions, including platforms from Autodesk, Nemetschek and LeapThought.
- Facilitate workshops with business, project, consultant, contractor, technical and operational stakeholders to align processes, information exchanges and governance expectations.
- Map current and future state information flows, identify hand-off gaps, duplication, manual workarounds and opportunities to improve data quality and reuse.
- Develop user stories, functional requirements, acceptance criteria, process models, information exchange requirements and traceability artefacts that delivery teams can act on.
- Support product owners and product managers in backlog refinement, prioritisation, dependency management and delivery planning for Partner Experience products.
- Work with architects, engineers, platform teams and vendors to validate solution feasibility, integration needs and alignment with enterprise data and technology standards.
- Support testing, adoption and continuous improvement by defining business scenarios, validating configured workflows and monitoring whether CDE practices achieve intended operational outcomes.
Required Skills and Experience
- 5+ years of experience in business analysis, information management, construction digitalisation, project delivery, asset management or a related role.
- Practical experience defining or improving CDE processes, information workflows, governance models or digital delivery practices in the built environment.
- Strong understanding of how project and asset information is created, reviewed, approved, exchanged, handed over and maintained across lifecycle stages.
- Ability to document complex processes using process flows, swimlane diagrams, information flow maps, data models or equivalent techniques.
- Experience translating business and operational needs into user stories, functional requirements, acceptance criteria and implementable workflow specifications.
- Strong workshop facilitation and stakeholder management skills, with the ability to align business users, project teams, consultants, contractors and technical specialists.
- Good understanding of information governance, metadata, data ownership, quality controls, auditability and traceability.
- Experience supporting product backlogs and iterative delivery in agile or product-oriented environments.
- Strong analytical and communication skills, with the ability to explain information management concepts and delivery trade-offs clearly to technical and non-technical audiences.
- Comfortable working across business, construction, operations, information management and technology domains in a complex stakeholder environment.
Preferred Skills
- Hands-on familiarity with one or more CDE, BIM or construction collaboration platforms, such as solutions from Autodesk, Nemetschek or LeapThought.
- Working knowledge of Common Data Environment principles and ISO 19650 concepts, including information requirements, status, revision, suitability and approval workflows.
- Experience in construction, property development, facilities management, asset operations or the wider built environment.
- Familiarity with Building Information Modelling (BIM), digital engineering, model and document coordination, and project-to-operations information handover.
- Experience with business process modelling, service design, data mapping or process improvement methods.
- Understanding of systems integration, master data, APIs, reporting or analytics within an enterprise information ecosystem.
- Familiarity with product delivery tools and methodologies, such as Jira, Azure DevOps, Confluence, SharePoint, Scrum or Kanban.
- Experience supporting enterprise transformation, governance, compliance or public sector digitalisation initiatives.
What Success Looks Like
- Project, construction, handover and operational information moves consistently across lifecycle stages without unnecessary rework or loss of context.
- CDE governance, information standards, ownership and approval workflows are understood and adopted by relevant stakeholders.
- Business and information workflows are clearly documented, validated and translated into scalable digital processes.
- Data quality, completeness, traceability and reuse improve across Partner Experience products and the broader CDE ecosystem.
- Product teams have clear, testable requirements aligned to operational outcomes, user needs and information governance obligations.
- Stakeholders spend less time resolving ambiguity, locating information or reconciling inconsistent processes and data.
Ideal Candidate Profile
The ideal candidate is a process-oriented analyst who understands that the product is not just the software platform, but the information lifecycle enabled through it. They can move comfortably between construction delivery, asset operations, information governance and digital product teams; ask the right questions about ownership, standards and hand-offs; and turn complex operational practices into clear, scalable CDE workflows.
