Supervisory Correspondence Controller
This position is in the Correspondence Analysis Branch, Washington Headquarters Services (WHS). CMD supports the Secretary and Deputy Secretary of Defense by managing Department-wide correspondence policies. CAB oversees unclassified official mail and staff packages for OSD, Military Services, and Joint Chiefs. You will manage records, support CATMS information structures, handle military nominations, and provide customer service.
Major duties
The incumbent serves as a Supervisory Correspondence Controller exercising judgment and control over the daily operations of the CAB and providing managerial guidance, administrative advice, and technical direction to subordinates to accomplish the Division mission. The incumbent must retain a high degree of managerial and technical skills. Directs daily operations of the Correspondence Action Branch, supervising eight civilian employees and one contractor; establishes performance standards, directs hiring and position management, evaluates ratings and awards, and drives continuous professional staff development. Serves as principal correspondence controller and liaison between OSD Components, the Joint Staff, Military Services, and the White House Military Office; leverages the Correspondence and Task Management System (CATMS) to manage Department-wide suspense actions, assign primary offices of responsibility (OPRs), and arbitrate complex tasking issues. Directs the end-to-end processing and quality review of all military General and Flag Officer promotion nomination packages, ensuring zero-defect staffing under strict deadlines for Secretary of Defense, Deputy Secretary of Defense, and White House Presidential consideration. Audits outgoing executive-level correspondence for policy alignment, responsiveness, and administrative precision prior to signature by SecDef, DepSecDef, or ExecSec; oversees secure dispatch across special courier networks, Department of State Diplomatic Pouch, and priority congressional/presidential channels. Authors and promulgates operational instructions, standard operating procedures (SOPs), and revisions to the Department Manual for Written Material, providing authoritative guidance across defense components to standardize executive communication.
Qualifications
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to Oversee the routing, action assignment, and coordination of unclassified executive correspondence using tracking systems; Enforcing administrative standards, format protocols, and quality controls for correspondence destined for senior executive signatures (such as the SecDef, DepSec, or Executive Secretary); Managing the administrative processing and delivery of high-stakes staff packages; AND Demonstrating leadership potential or team lead experience, which includes mentoring or guiding staff, coordinating daily work assignments, providing constructive feedback on work products, and assisting in the resolution of operational challenges or team conflicts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
