This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate, Technology & Data Support Division. The Directorate provides comprehensive human resources services for our customers. These functions directly support the Office of the Secretary of War (OSW) and those Defense Agencies and Department of War (DoW) field activities that WHS administratively supports. This Division manages HRD's human resource information technology systems and processes.

Major duties

Incumbent typical work assignments may include the following: Leading and managing IT projects from inception to completion. This includes developing objectives, providing technical direction, designing and evaluating strategies, and delivering presentations to stakeholders. Applying industry best practices and analytical methods to enhance the efficiency of automated systems. This duty involves using Standard Query Language (SQL), SharePoint 365, Power BI, and providing oversight for IT applications, systems, and hardware, while also acting as a liaison for IT requirements with security and system managers. Facilitating and maintaining the repository for all system documentation in the Enterprise Mission Assurance Support Service (eMass). This involves ensuring adherence to security policies, assessing hardware and software needs, and assisting in the development of operational policies and guidance. Serving as the Contracting Officer's Technical Representative (COTR) for technical contracts. This includes providing operational guidance, monitoring contracts, and managing Authorization to Operate (ATO) certifications to ensure compliance with security directives. Performing a range of IT functions including information management, application development, and security. This also involves providing user training, managing project plans, procuring IT services, and participating in change control processes.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1. Lead the integration of complex relational databases utilizing Standard Query Language (SQL) and Power BI to synthesize fragmented mission data into centralized, real-time executive dashboards.; AND 2. Manage the end-to-end Authorization to Operate (ATO) life-cycle for critical system upgrades under the Risk Management Framework (RMF) within the Enterprise Mission Assurance Support Service (eMASS) repository.; AND 3. Draft detailed Performance Work Statements (PWS), defining technical evaluation criteria, conducting quality assurance surveillance on contractor deliverables, and aligning vendor engineering outputs with strict Department-level enterprise architecture and security policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
