Position Title: Sourcing Manager, Wabtec SA                                          Reporting To: Plant   Director, Wabtec SA Reporting Relationship: This role has two direct reports: the Sourcing Coordinator and Intern: Sourcing. Primary Purpose of Role: Position will serve as the local owner for managing and leading the sourcing efforts for the supply of locally manufactured components into our manufacturing and customer service businesses. These responsibilities include the development, communication and execution of strategies to ensure realization of the business objectives for project, which includes the localization calculations, Cost of Bill of Materials, Target Costing/ Should-Be Costing activities, identifying new suppliers, negotiate new and current contracts, adding addendums to current contracts. Grow the localization activities for steel fabrications, castings, machining, pneumatic parts tied to contract requirements. You will be responsible, along with the localization efforts, for the development of contracts and all contractual issues.

 Primary Objectives:

BOM review and select parts to localize – work with Engineering teams and SQE’s for selection process and approval to localize. Ability to develop and execute local content calculations in line with contractual obligations. Localize the manufacturing of fabricated and machined parts (including castings) Leading the development & execution of our local and international sourcing strategies. This includes new supplier selection, development, and supplier consolidation to ensure sourcing optimization and overall supplier performance. Leading sourcing execution for components and materials, including full accountability for meeting deflation targets. Performing detailed cost analysis of components & manufacturing processes used by our suppliers to ensure highest quality at the lowest cost solution. Monitoring supplier quality, delivery performance and developing improvement strategies to ensure business needs are met. Monthly/ weekly reporting on supplier health / performance and manage suppliers that are defaulting the business objectives tied to the OTD reports. Call problematic suppliers and develop a recovery strategy to meet operational demands. Partnering with key business stakeholders to ensure sourced material and services meet the needs of the business in line with Production targets. Driving improvements in sourcing processes including escalations due to delivery/quality issues, invoicing/payables issues, and database management. Manage and issue supplier claims for defected materials or failure of components. Capture & report the local content and configuration for manufactured items and the strategy to grow the local content tied to the target. Track and report the deflation on locally sourced materials. Liaise with Company engineers, SQE’s to guide suppliers to maintain the product requirements tied to alternate material requests. Send out RFQ’s with drawings and specifications for mechanical, fabrication and machined parts. Ability to negotiate contracts and amend old contracts, add addendums/ annexures. (Negotiate contracts back-to-back of customer contracts tied to SEIFSA formulas)  Essential work skills

5 – 10 years of commercial sourcing management experience and localization, working in a steel type manufacturing environment with Castings, Machining, Pneumatic components, Steel Fabrications, Heat treatment, Castings, Foundry, Coating of components – Paint, Anodizing, plating, phosphating, electroplating. Advantageous – Rail, motor, power generation industry. Ability to develop new Sourcing templates, strategy to source components in the market, strong Excel, Word and PPT experience to develop reporting structure to report locally and globally.  Proven record of contract negotiations and contract management of new and existing contract amendments. Proven experience in sourcing from Foundries, Mechanical Fabricators/  Machining and pneumatic parts. Excellent negotiations skills and analytical skills with the ability to manage and develop supplier relationships Ability to energize, develop and build rapport at all levels within an organization Proven ability to execute and deliver on commitments Experience implementing a compliant Souring / Procurement plan tied to localization. Supplier health analysis (Capacity, financial, risk) Strong ability to calculate localization status and develop a path to achieve the customers requirements.  Person Specification

Formal Education/Training A Bachelor's Degree in Procurement (advantage – Technical Diploma / Degree) 5-10 years’ experience in a manufacturing environment, with exposure to technical manufacturing drawings- ability to read drawings and specifications and give feedback to the suppliers, Engineering and Supplier quality team.
