Volkswagen Financial Services is strengthening its Level 2 Permanent Control (CN2) framework. The position of Level 2 Permanent Controller M/F is part of our risk management and internal control framework. The job holder will be attached to our Risk Department and will report directly to the Chief Risk Officer. They will act as a second line of defense, independent of operational activities, and will contribute to the overall effectiveness of the internal control framework.

Job Purposes The Level 2 Permanent Controller M/F will be responsible for the design, animation, management, and monitoring of the second-level permanent control framework. They will ensure the functional link with risk and control referents, in coordination with our Operational Risk department, in order to guarantee: the proper identification and correct consideration of risks,

the quality and effectiveness of first-level controls,

the adequate coverage of significant risks.

Detailed Missions 1- Management of the 2nd level permanent control framework You define, structure, and maintain the second-level permanent control framework, in consistency with the risk mapping and regulatory requirements. You develop and update the second-level control plan (scope, frequency, implementation methods). You provide methodological support to business lines in the definition and evolution of their 1st-level control plan, in order to strengthen its coverage, consistency, and alignment with identified risks. Thus, you analyze the relevance of the 1st-level control plan in relation to the risk mapping and formulate, if necessary, adjustment recommendations. Finally, you ensure the relevance and effectiveness of 2nd-level controls in relation to the identified risks. You also contribute to the continuous improvement of the risk management and internal control framework. 2- Execution and supervision of 2nd level controls You perform or coordinate second-level control campaigns across all bank activities. Thus, you analyze the results of 1st-level controls to evaluate the quality of their implementation. You identify malfunctions, deficiencies, or residual risk areas. You are therefore in charge of formalizing findings, analyzing root causes, and formulating appropriate recommendations. 3- Coordination with business risk and control referents You manage the functional relationship with the risk and control referents of the various departments. You provide methodological support to business teams on risk and internal control topics, particularly in the structuring and updating of their 1st-level control frameworks. Thus, you contribute to the dissemination of a risk and control culture within the organization. You ensure the consistency and homogeneity of control practices within the bank, in coordination with the Operational Risk function. 4- Follow-up of action plans and reporting You monitor the implementation of corrective action plans resulting from 2nd-level controls. You implement monitoring and management indicators for the framework. You produce reports for Management and governance bodies (risk committees, internal control committees, etc.). You contribute to the preparation of the annual internal control report for the 2nd-level scope. 5- Interaction with other lines of defense You ensure close coordination with the Operational Risk, Compliance, and Internal Audit functions, respecting the separation of roles and responsibilities. Thus, you facilitate the use of 2nd-level control work by internal audit. Finally, you participate in exchanges with regulators or internal stakeholders, if necessary, within your scope.

Profile Sought Holder of a Bac+5 degree from a Business School or a specialized University Master's in Banking / Finance, Audit, internal control or risk management, Compliance / banking regulation. Complementary training or certifications related to internal control and risk management (e.g., COSO, permanent control, internal audit, CIA...) are an asset. You have significant experience of 5 to 8 years within an internal control / permanent control / risk management / compliance function (LOD1 and/or LOD2) or internal audit within a financial institution, or in external audit in a banking environment. Technical Skills: You master business processes. You have knowledge of the internal control framework and CN1/CN2 standards as well as RCSA methodologies, risk mapping, and controls. You are comfortable with data analysis and have good regulatory knowledge (ACPR, compliance, LCB FT, RGPD depending on scope). You speak English fluently. Office/IT Skills: You have a good command of MS Office and Business Intelligence tools. Transversal Skills: You have a good capacity for analysis and communication, you are rigorous, and you know how to collaborate. You have a critical mind, are pedagogical, and are comfortable with change management.
