VCS - Human Resource Specialist - RAC
VAMC's St. Louis, MO campus, VCS, is seeking a Human Resources Specialist (Reasonable Accommodation Coordinator) to join our HR Division. In this role, you will serve as the primary point of contact for reasonable accommodation matters, providing guidance, administrative support, and assistance to employees, managers, and supervisors. This position reports directly to the Chief Human Capital Officer and offers an opportunity to play an important role in supporting the organization's mission.
Major duties
Duties include, but are not limited to, the following:
- Reasonable Accommodation Expertise: Serve as the Reasonable Accommodation Coordinator (RAC) and Subject Matter Expert (SME), advising managers, supervisors, employees, and job applicants on laws, regulations, and procedures that ensure individuals with physical or mental impairments can fully participate in the application process, perform essential job functions, and access the benefits and privileges of employment.
- Collaboration & Compliance: Coordinate with Human Resources, Equal Employment Opportunity (EEO) offices, and the Office of General Counsel (OGC) to ensure employees are fully informed of their rights.
- Job Function & Accessibility Review: Assist managers and supervisors in identifying essential duties of a position, recognizing potential barriers, and recommending modifications to enable individuals with disabilities to perform their responsibilities.
- Case Management & Reporting: Track and document all accommodation requests, including their outcomes, and support management in completing required forms, checklists, and reports.
- Employee Engagement & Interactive Process: Conduct interactive discussions with employees or job applicants, and their representatives, regarding the nature of the disability and available accommodations to support job performance.
- Facilitation of Accommodation Solutions: Initiate and guide the interactive process between employees/applicants and supervisors to identify and implement effective, reasonable accommodations that enable individuals to perform essential job functions.
- Additional Responsibilities & Flexibility: Perform and adapt to additional responsibilities as needed.
Qualifications
QUALIFICATION REQUIREMENTS:
- Relevant Human Resources Experience: Bachelor's degree OR a minimum of three (3) years of general Human Resources experience demonstrating strong analytical, organizational, and communication skills, OR equivalent leadership experience in a food or retail environment.
- Human Resources Knowledge: Working knowledge of Human Resources principles, practices, and procedures, with the ability to interpret and apply Human Resources policies, guidelines, and regulations.
- Federal Human Resources Expertise: Experience applying Federal Human Resources regulations, including 38 U.S.C. 7802, Title 5, and Title 38, in support of Human Resources operations and decision-making.
- Collaboration & Relationship Building: Ability to work effectively with Human Resources professionals across Veterans Canteen Service (VCS) and Veterans Health Administration (VHA), while clearly communicating and supporting VCS hiring policies and procedures.
- Communication Skills: Excellent verbal and written communication skills, with the ability to present information clearly and professionally to employees, managers, and leadership in a large forum.
- Core Human Resources Functional Knowledge: Experience in one or more core Human Resources functions, including Personnel Actions, Recruitment and Placement, Classification, Compensation and Benefits, Employee and Labor Relations, Training, and Reasonable Accommodation.
- Human Resources Consultation & Guidance: Ability to provide guidance and recommendations to managers and senior leaders on Human Resources policies, procedures, and best practices.
- Organization & Time Management: Strong organizational skills with the ability to manage multiple priorities, meet deadlines, and adapt to changing business needs in a fast-paced environment.
- Microsoft Office Proficiency: Minimum intermediate-level proficiency in the Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint, with the ability to create and edit documents, analyze data, develop presentations, manage calendars and email communications, and utilize these tools to support daily business operations efficiently.
Education
High School Diploma or GED required. A Bachelor's degree in Business, Human Resources, or Management is preferred but not required.
