This position serves as the Talent Solutions (TS) Director for the Veterans Healthcare Administration (VHA), Workforce Management and Consulting (WMC) office and is virtually located within 50 miles of a VA owned or leased space. Return to Office Mandate applies to this position.

Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. Major Duties: Building, procuring, evaluating, and implementing modern, scientifically grounded and validated, job-specific, and user-friendly pre-employment assessments streamlining and standardizing VHA's hiring process. Overseeing the development of systematic job analyses, relevant performance metrics, predictive candidate assessments, validation studies, and adverse impact studies. Facilitating the formulation and implementation of Talent Solutions (TS) goals, objectives, policies, and action plans. Ensuring the TS strategic plan is aligned with the plans and direction of the WMC program office, Chief of Human Capital Management, and the OMB/OPM mandate. Recommending and participating in developing strategies for national initiatives and human capital management. Engaging mission partners across VA and VHA as necessary to address and resolve issues related to TS service lines. Tracking, coordinating and/or preparing responses to inquiries and taskings from VHACO, OIG, VA, GAO, OPM, Congress and other oversight organizations. Ensuring all responses are thoroughly prepared and submitted within required timeframes. Facilitating staff meetings, preparing update briefings, and representing TS in executive-level forums. Routinely conducting or participating in conference calls, meetings and email discussions regarding TS service lines and issues. Conducting special projects or studies analyzing, evaluating and providing recommendations on administrative programs. Providing expert advice, making recommendations, and reconciling conflicts between policies, regulations, and legislation and program goals. Providing technical and administrative supervision through three direct report service line program directors and subordinate staff. Managing broad, complex programs and projects across the Department. Directing research studies, process improvement, and resource costing that determine effectiveness and efficiencies of TS programs that may lead to changes in VA policy and directives. Providing technical control and independent authority for reviewing/developing and approving processes and procedures for supporting VA policy decisions. Representing the pillar Deputy Director, Executive Director, WMC Deputy Chief Officer and Chief Officer, and the Chief of Human Capital Management, in discussions with VA and other Federal representatives, maintaining the highest level of confidentiality during representation.

Qualifications

Basic Requirements: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your education and experience as described below: IOR: Individual Occupational Requirement Education: Doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology); AND Specialized Experience GS15: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in conducting adverse impact analysis, validation research and studies of hiring assessments (e.g., cognitive abilities tests, personality assessments, etc.) for large-scale hiring efforts. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
