The Supervisory Health Care Education Specialist position serves as the Designated Learning Officer (DLO) and supervisor for employees in the Health Informatics and Nursing Education for the Northern Arizona VA Healthcare System (NAVAHCS) within the Health Informatics / Education Service line.

Major duties

30 Day Hiring Model The Department of Veterans Affairs is implementing a streamlined 30-Day Hiring Model designed to accelerate hiring while maintaining the highest standards of merit-based selection. This improved process reduces traditional hiring timelines by integrating early coordination, faster assessments, and efficient pre-employment actions. Applicants can expect a more transparent, predictable, and efficient hiring journey from announcement to entry on duty. What Applicants Can Expect Expedited Candidate Review Once the announcement closes, Human Resources will quickly review applications, issue certificates of eligible candidates the day after the announcement closes and refer applicants for hiring manager consideration. Quick Interviews & References HR may arrange interviews and will request references within 3-5 days after being referred to the hiring manager. Streamlined Pre-Employment Requirements: Following a tentative offer, applicants should be prepared to complete required steps, such as fingerprinting and background check, credentialing, and medical examination within 3 days of the offer. Clear and Timely Communication: Applicants will receive clear communication at key milestones, including referral, tentative offer, and onboarding instructions. After meeting pre-employment requirements, candidates will receive a final job offer and start date. Onboarding tasks may continue after starting, with HR ensuring timely completion for a smooth transition into VA service. Typical duties include but are not limited to: Providing overall leadership and direction in the NAVAHCS for aligning the spectrum of programs across the educational continuum (health professions training, staff education, workforce development) and employee life-cycle. Directing the use of the educational needs assessment results, facility supervisors-identified educational needs and senior leadership's input to establish the education goals of the organization. Coordinating the local conception, design, development, implementation, and evaluation of learning programs and ensure alignment with the overall NAVAHCS organizational mission and vision for the future. Ensuring up to date learning and training techniques, theories, and technologies are established and used. Responsible for acquiring additional funding from special initiatives or grants, conducting cost/benefit analysis of workforce learning proposals and innovative programs, and building a business case for future learning resources using organizational data. Reviewing, analyzing, and evaluating NAVAHCS-wide learning courses and programs to assess their quality and effectiveness. Supervising staff managing Talent Management System, Prevention and Management of Disruptive Behavior, Training and Travel, Leadership Training, Supervisor Academy, RNTTP, Scholarships and Tuition Reimbursement, Safe Patient Handling, New Employee Orientation facilitation, and Simulation lab in Nursing Education Services as well as first line supervisory duties for Health Informatics staff. Serving as a first-level supervisory responsibility and accountability for department operations and personnel; this management oversight includes supervision of various grades of staff including GS grades 6 - 12 and Title 38, Nursing who are in administrative roles. Modifying, distributing, and balancing workload and tasks among staff in accordance with changing workflow, priorities, difficulty of the work, and capabilities of employees. Developing performance standards and performs official reviews of work performance. Developing long-term (five and ten year) training plans and short-term goals and objectives for all departments in accordance with national, VISN, and facility priorities. Designing plans, initiating, implementing, and evaluating programs that provide succession planning and employee development services. Preparing, reviewing, planning, monitoring, and/or establishing and administering the learning budget for a large and technically complex organization. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for the GS 1701 occupational series, applicants MUST possess one of the following: Degree: You must possess a degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR, Combination of education and experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to the IOR, candidates must also fully meet the below grade requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: aligning and managing fiscal, human, and capital resources to meet organizational learning needs, conducting cost/benefit analysis of workforce learning proposals and innovative program, evaluating learning programs and courses for a large, diverse, or complex organization, developing strategies to meet the organization's strategic plan and identifies training mandated by regulatory agencies, VA, or other sources, modifying, distributing, and balancing workload and tasks among staff in accordance with changing workflow, priorities, difficulty of the work, and capabilities of employees, developing performance standards and performing official reviews of work performance. preparing, reviewing, planning, monitoring, and/or establishing and administering the learning budget for a large and technically complex organization. Preferred Experience: COR Certification, Project Management, Contract Management, Timekeeping, Facilitating Meetings, New Employee Orientation Facilitation, Award processing. Physical Requirements: The work is primarily sedentary in nature, although some slight physical effort may be required to conduct training events. It may involve some walking, standing, bending, or carrying of light items. Stamina and concentration to meet crucial deadlines is required.
