Program Specialist - Telehealth Technology Program Manager
The Program Specialist - Telehealth Technology Program Manager position is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout the Sioux Falls VA Health Care System. These settings include four (4) Community Based Outpatient Clinics (CBOCs), one (1) Primary Care Telehealth Outpatient Clinics (PCTOCs), two (2) Vet Centers and the Veteran's place of residence, including state sponsored Veteran's Homes.
Major duties
Major duties include: Manages critical operations of all technologies utilized by Telehealth and Connected Care programs and acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility/healthcare system, ensuring technologies are online and ready for use within established/required timeframes. Manages new Telehealth and Connected Care equipment implementations to including technology equipment review, testing, configuration, installation, security and verification of equipment's integration into existing IT network. Serves as the technical SME and technical team leader for the integration of Telehealth and Connected Care technologies into associated systems and products, such as scheduling interfaces (i.e., VlstA, Cerner, VA Online Scheduling, Telehealth Management Platform, etc.) and other future integration projects. Communicates and collaborates with OIT, Biomedical Engineering, Unified Communications Infrastructure Support (UCIS) team and other technical staff in the development, implementation and ongoing operations and maintenance of Telehealth and Connected Care technologies with regards to technology and goals. Manages complex projects with multiple technologies and/or multiple stakeholders, monitoring project milestones and deliverables and ensuring that assigned tasks are timely and correct. Identifies the developmental, training and orientation needs for Telehealth and other staff related to technology throughout the facility/healthcare system. Provides technical support and resolution of issues throughout the facility/healthcare system and consults with OIT stakeholders as needed. Recommends and assists in evaluation and monitoring of the quality, safety, efficiency, utilization, productivity and effectiveness of Telehealth and Connected Care technologies and integration of said Stakeholders to identify trends and issues of concern regarding clinical care and performance activities. Creates and generates Telehealth System and device utilization and availability reports, as required for the Telehealth Nurse Manager, TCT Supervisor, Telehealth Hub Directors and VAMC Leadership. Assists with the development, planning and establishment of the contractual strategy for the overall acquisition of Telehealth equipment to be used throughout the VAMC/Healthcare Center.
Work Schedule: Monday-Friday 8:00 a.m. - 4:30 p.m. (work hours may be further discussed during interview process)
Telework: This position may be authorized for ad hoc telework. Ad hoc occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
- supporting the day-to-day operations, implementation, maintenance, or improvement of technology-based programs, systems, equipment, or services;
- providing routine technical support, troubleshooting equipment or connectivity issues and escalating complex problems when appropriate;
- collecting, compiling and reviewing program data to prepare reports and identify potential trends or areas for improvement; and
- coordinating with multiple stakeholders by applying established policies and procedures and providing user assistance or training.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: You will be asked to participate in a pre-employment examination as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 50 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
Work Conditions: The work is usually performed in an office environment, clinical spaces, meeting rooms or similar settings.
