This position serves as the Program Management Officer overseeing the Portfolio Management Directorate within the VHA Office of Integrated Veteran Care (IVC), providing Program Office project and related analysis, planning, and evaluation of line/operating program effectiveness for enterprise community based health care for Veterans.

Major duties

Responsible for the management, supervision, oversight, and direction of Portfolio Management Directorate operations. Plans, organizes, and carries through to completion administrative program management plans, program/policy analyses, data collection, and responses to inquiries. Develops operational requirements that outline operational processes and correlates these processes to agency costs and governing legislation. Develops, recommends and implements strategies that optimize opportunities for improvements in administrative program and project management of assigned program segment functions. Designs and performs program analytical quality management functions and activities to improve the quality of transaction processing, service activities, and other operational procedures. Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m. Telework: This position may be authorized for ad hoc telework. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work five days per week unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Leading or managing complex, organization-wide programs, projects, or operations with broad multi-regional impact and coordination across diverse internal and external partners
  • Planning, organizing, coordinating multidisciplinary activities to carrying initiatives through implementation
  • Applying advanced qualitative and quantitative analytical methods to assess the effectiveness, efficiency, productivity, or performance of large-scale health care programs
  • Developing actionable recommendations based on findings
  • Applying health care management principles to analyze and resolve complex operational or program problems
  • Implementing strategies, processes, or systems that enhance organizational performance
  • Preparing and presenting analyses, recommendations, briefings, reports, and guidance on complex health care program or operational issues to senior leadership and key stakeholders
