The Deputy Prosthetic Representative reports to the HSA 4.3 Chief of Prosthetics and is responsible for program & policy management, procurement & contracting, quality & compliance oversight, as well as clinical and technical support for all facilities within HSA 4.3.

In the absence of the Prosthetics Manager, the Deputy Prosthetics Manager will assume all Prosthetics Manager duties. Assists with formulation, presentation, execution, and analysis of organizational budgets. Develops network-level proposals, business, and action plans. Performs rogram cost analyses such as development of life-cycle or other cost analyses of projects, or performance of cost-bene?t or economic evaluations of programs. Assists in the management of procurement and contracting for the Prosthetics & Sensory Aids Service. Establishes program goals, program resources (e.g., speci?c-purpose and general-purpose budgets, space, equipment, supplies, and personnel), and operational aspects of a Prosthetics and Sensory Aids Program. Provides guidance with Joint Commission standards and other regulations governing this function; works closely with oxygen and medical equipment companies to ensure quality and cost-effective delivery of services and compliance with contracts. Serves as an advisor to VACO for development of PSAS policies. Develops, conducts, and maintains a high level of educational and training programs for PSAS staff, as they relate to program changes, changes in prosthetic procedures, product availability, eligibility, and policies. Exercises supervisory authorities and responsibilities involving work assignments and reviews, as well as the administrative and personnel management functions related to the staff supervised. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. Experience and Education. Individual must meet at least one of the requirements below. 1. Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR 2. Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; OR 3. Experience/Education Combination. Equivalent combinations of experience and education are qualifying. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Deputy HSA Prosthetic Representative Experience: At least one year of experience equivalent to the GS-12 grade level, Experience includes, but is not limited too: knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team. Demonstrated Knowledge, Skills, and Abilities: 1. Ability to build and maintain partnerships with top management and stakeholders. 2. Skill in persuading others and gaining cooperation to accomplish goals. 3. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 4. Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to develop and implement operational programs. 5. Ability to conduct regional reviews of Prosthetic and Sensory Aids Service. Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Deputy HSA Prosthetic Representatives are program managers responsible for assisting in the administration and management of Prosthetic and Sensory Aids Service for an entire network. Assignment may be a collateral duty or a separate position within the HSA. The Deputy assists in providing HSA-level oversight to facility Prosthetic Programs to achieve mission goals by utilizing available resources, adjusting workloads, developing/implementing/monitoring performance measures, and ensuring accountability. They assist Prosthetic Representatives in all aspects of PSAS operation within a network. The Deputy assists with the development of policies and standard operating procedures. They assist with communications and reports for VACO, VISN, HSA, and facility Leadership. The Deputy provides advice for new and renovated space for Prosthetic and Sensory Aids Services. Assignments include VISN oversight of quality and performance metrics, staffing and workload distribution, recruitment, staff training requirements, contract development, and compliance with accreditation bodies such as the American Board for Certification in Prosthetics, Orthotics, and Pedorthics (ABC) and Joint Commission; and stakeholder satisfaction. Analyzes results across facilities in the VISN and recommends changes to procedures to enhance services and correct deficiencies. Assists in the coordination of HSA level review and monitoring of high profile benefit programs which include clothing allowance, home oxygen, automobile adaptive equipment, and home and structural alterations to assure all program activities are carried out in accordance with eligibility requirements and VHA regulations. He/She assists in developing VISN level proposals, business, and action plans. Assists the HSA Prosthetic Representative with interaction with Veteran Service Organizations; responds to Congressional inquiries; cooperates with General Accounting Office, Office of the Inspector General, ABC, and Joint Commission audits, and collaborates with other Federal agencies or organizations outside the Federal health care system. He/She reports to the VISN Prosthetic Representative and has interactions with VACO, VISN, and facility level Leadership in the execution of responsibilities.
