Supervisory Training Specialist

Major duties
Specific duties include: Serves as the Training Coordinator for all NCC training to include all annual required training, new-hire training, and ongoing refresher training. Responsible for planning, conducting, programming, coordinating, supervising, managing, directing and/or reviewing all activates for an assigned area of responsibility. Advises the Manager on the daily operations of the section to include reporting daily operational problems and/or needs to achieve goals and objectives of the NCC. Serves as a Talent Management System (VA TMS) Administrator for the NCC: records training events for NCC personnel, manages user accounts and coordinates technical support, generates compliance/deficiency reports for all mandatory training, and monitors VA TMS reports to track projected and completed training. Serves as subject matter expert for the NCC; Maintains the NCC training and reference materials for the division. Serves as Supervisor for trainees during Initial PCR Training; May serve as "acting" team supervisor, when needed. Develops and manages a division training program that effectively assesses training needs: solicits input from management and employees, analyzes local and national call quality results, and conducts call review to identify trends. Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/10/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level. If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 or higher and the promotion potential of your current position must be at least GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. AND The Supervisory Training Specialist GS-1712 series requires that all applicants meet both the Basic Requirement per the Individual Occupational Requirement (IOR) AND the Specialized Experience described below: Individual Occupational Requirement (IOR): To qualify for the Supervisory Training Specialist position, candidates must meet the following basic requirements: Education - Undergraduate and Graduate Education: Major study -- education or a subject area related to the position being filled; OR Specialized Experience - Experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. AND Specialized Experience GS-11: In addition to meeting the basic requirements, applicants must have 52 weeks of specialized experience equivalent to the next lower grade GS-9. Specialized Experience is defined as experience in three or more of the following: Coordinating, developing, implementing, and evaluating employee training and development programs in a high-volume operational environment analyzing quality assurance data to identify training deficiencies, trends, and opportunities for improvement using virtual training platforms, learning management systems, Microsoft Teams, presentation software, spreadsheets, and other technology to develop, deliver, track, and evaluate training. Developing training plans, curricula, job aids, standard operating procedures, presentations, and other instructional materials based on policy, procedural changes, performance trends, and identified employee needs and coordinate training initiatives involving multiple organizational components, subject-matter experts, supervisors, quality personnel, and/or leadership. Evaluating the effectiveness of training through quality results, performance metrics, assessments, surveys, observations, and other measurable outcomes, and recommend corrective or developmental actions and provide coaching, mentoring, and developmental guidance to employees, trainers, supervisors, or other personnel to address identified performance or knowledge gaps. Managing competing training priorities in a high-volume, mission-critical environment while ensuring required operational coverage is maintained. Briefing leadership on training requirements, completion rates, performance trends, training effectiveness, and recommendations for improving employee performance. OR GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. OR GS-11 Combining Education and Experience: Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages together. The total percentage must equal at least 100 percent to qualify for the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; and carrying of light items, such as papers or books.
