This position serves as a Supervisory Program Analyst (Chief) in the Veterans Benefits Administration (VBA), Office of Field Operations (OFO). OFO oversees the functions and processes of Regional Offices as they deliver benefits and coordinate initiatives to roll out. The incumbent supervises a team that performs a variety of analytical, planning, evaluative and advisory work which serves as precedents for others to include transformation efforts relative to people, processes, and technology.

Major duties

Specific duties include: Supervises a team that performs a variety of analytical, planning, evaluative and advisory work which serves as precedents for others to include transformation efforts relative to people, processes, and technology. Forecasts and estimates program requirements using special reports, statistical and graphical analysis, project summaries from schedules, flow charting, review of work methods, evaluation of obligation and expenditure rates, cost analysis, etc. Reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. to identify trends, problem areas, inefficiencies, and inconsistencies in operations. Uses numerous automated systems to monitor program performance, perform statistical, trend, and problem analysis, and to develop and implement new methods to control and support interrelated program areas. Prepares programmatic reports, justifications, charts, graphs, statistical and brief narrative data, etc., for top-level presentations and briefings. Modifies and implements procedures to improve the effectiveness and efficiency of program operations. Leads discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of action; and mutually resolve problems. Advises senior management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures. Supervises a subordinate staff comprised of at least three or more Program Analysts with a GS-13 full performance level. The subordinate staff may include GS-11, GS- 12, and/or GS-13 in a variety of job series (0300, 0200, etc.). Reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. to identify trends, problem areas, inefficiencies and inconsistencies in operations. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Sets performance standards and appraises work of employees. Identifies developmental and training needs of employees; provide and/or arrange for needed development and training. Hears and resolves employee complaints and refers more serious grievances to higher authority with recommendations for resolution. Counsels' employees on work and management policies. Effects minor disciplinary actions such as reprimands and warnings, recommends other action in more serious cases. Initiates personnel actions for recruitment, reassignment, promotion, reclassification, etc. and interviews and selects employees for vacant positions. Actively supports special programs such as EEO, safety, internal controls, etc. Performs other duties as assigned. Promotion Potential: This position is at the full performance level. Work Schedule: Full time, Mon-Fri 8:00 am - 4:30 pm Compressed/Flexible: Not Available Telework: This position is eligible for situational (ad hoc) telework only. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/28/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 14 or higher and the promotion potential of your current position must be at least None. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Experience providing effective leadership, management, and oversight to optimize deployment of programs and services to achieve goals.; Experience in reviewing policies and procedures to determine the impact of field operations or conducting evaluative studies of field offices to determine field strengths, weaknesses and best practices and making recommendations. Reviewing program surveys, special studies, project reviews, literature searches, fact finding, etc. to identify trends, problem areas, inefficiencies and Inconsistencies in operations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
