The Department of Veterans Affairs, Office of the Inspector General (OIG), is organized into six operational units with offices in more than 60 locations throughout the country. The Information Technology Specialist (DATAMGT), located in the office of Office of Data and Analytics is responsible for performing complex work in information technology including programming using statistical software, data analysis, data warehousing and project management.

Major duties

As a/an Information Technology Specialist (DATAMGT) the following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Analyzing and defining data requirements and specifications, resolving the most complex data management and data analysis problems, and evaluating and providing recommendations on the adoption of new database technologies and architectures for the design and implementation of data mining, data warehousing, and related data storage and retrieval systems. Serves as an expert in the interpretation of policies, procedures, and guidelines governing the provision of database management and data analysis support throughout the OIG. Leads project teams in response to requests for data analysis support; plans and coordinates project design, development, and implementation including new data management schema, data structures, and access strategies in alignment with specific requests and overall OIG mission requirements. Works closely with VA and other governmental and private sector agencies to obtain databases and files for OIG use that will improve staff output, provide better product, and increase productivity within the OIG.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for this GS-2210-09, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as: Performing computer programming using Structured Query Language (SQL) within a relational database environment such as Oracle, SQL Server, Statistical Analysis System (SAS), Amazon Redshift, etc.; AND Utilizing Azure cloud assets, by programming with python and or pyspark within Synapse Analytics, Azure Data Lake Storage, Databricks, etc. OR Qualified by successfully completed a Masters or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LLB or JD if related. NOTE: (You must provide a copy of your transcripts to support this claim) OR Qualified by using a combination of successfully completed graduate level education and specialized experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. NOTE: Only graduate level education in excess of the first graduate year 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. (You must provide a copy of your transcripts to support this claim) In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-09, you must have been at the GS-07 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Requirements

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
