Health Systems Specialist
The Department of Veterans Affairs (VA), Office of the Inspector General (OIG), is organized into six operational units with offices in more than 60 locations throughout the country. Remote work may be considered if a qualified candidate is not within the local commuting area of any duty station listed. Current VA OIG employees will remain in current duty location. Other locations may be considered based on space availability at the time of close.
Major duties
As a Health Systems Specialist, you will generally function independently ensuring that reviews, inspections, and program evaluations are properly carried out and that resultant findings and recommendations are developed into a well written report format. Major duties include: Assists the project leader in a broad range of Quality Management (QM) and health care program inspections and evaluations. Plans, coordinates, and/or conducts extensive pre-inspection research, and provides appropriate guidance where such is needed. Continuously evaluates data gathering instruments to identify improved methods of information retrieval and to ensure that information obtained during the inspection is as valid and reliable as possible.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement. For the Health Systems Specialist, GS-0671-13 position, you must qualify for one of the following options that best describes how you meet the Individual Occupational Requirement: A. Successfully completed an undergraduate or graduate degree with a major in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Must submit transcript) B. Have progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; and Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. C. Successfully completed of an agency-sponsored on-the-job training program substituting for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; and Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Meet the following Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Providing clinical healthcare services requiring interpretation of various medical regulation and directives; and Conducting healthcare audits, inspections, or program evaluations. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable. For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
