Supervisory Transition Program Director
About the Position: Serves as the Chief, Transition Division with responsibility to develop, implement, and monitor Army transition management programs/policies, procedures, and systems. Position is located at Human Resources Command (HRC), The Adjutant General Directorate (TAGD), at Fort Knox, Kentucky.
Major duties
- Functions primarily as the Director of Army transition programs and Army transition center operations policy and procedures with supervisory responsibility over division personnel.
- Exercises oversight for the planning, direction, and execution of transition center operations including preparation of DD 214, DD 215 and supporting transition processing automation systems.
- Oversee the establishment, development, planning, and maintenance of a broad range of policies and programs to support the military retirement/separations transition processes.
- Conduct studies, through subordinates, related to functional activities and programs such as physical disability, retention, and separation, retirement, and field operations.
- Develops and defends budget submissions in support of worldwide transition activities for soldiers, civilian employees, and family members.
- Coordinates with internal and external agencies on separations/retirement policy/program and resolves difficulties/problems.

Specialized Experience: One year of specialized experience which includes: Planning and executing comprehensive transition programs (e.g., military-to-civilian transition, organizational transformation, workforce restructuring, or capability/system transition) with enterprise-wide impact; developing and issuing transition policies, standard operating procedures (SOPs), and strategic frameworks in compliance with statutory and agency mandates; leading and evaluating a multidisciplinary workforce of military, civilian, and contractor personnel; briefing and advising General/Flag Officers, Senior Executive Service (SES) members, and interagency/external partners on transition milestones, risk mitigation, and program efficacy; overseeing program budgets, contract administration, and interagency agreements to support long-term transition objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-14). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
