SUPERVISIORY PERSONNEL SERVICES SPECIALIST
About the Position: Position serves as the Chief, Personnel Services Branch performing a variety of management and administrative functions for military and civilian personnel assigned to the Command, at the Army Human Resources Command, at Fort Knox, Kentucky.
Major duties
- Serves as principal operational advisor directing civilian and military personnel programs, including recruitment RPAs, DPMAP, military evaluations (OER/NCOER), promotions, awards, readiness metrics, and labor/employee relations.
- Analyzes and maintains the Table of Distribution and Allowances (TDA) manpower alignments, DCPDS Table 30 data, organizational structures, and workforce reshaping initiatives (VERA/VSIP, RIFs).
- Exercises full first-line supervisory authority over an integrated branch of civilian specialists (GS-09 to GS-12) and military personnel (CW5, SFC); plans work, evaluates performance, resolves grievances, and fosters EEO and staff training.
- Formulates command-wide administrative SOPs, manages congressional/IG taskings and inquiries, conducts quality assurance reviews, and delivers executive-level briefings and decision papers to General Officers and SES leadership.

Specialized experience: One year of specialized experience equivalent to the GS-12 level in the Federal service which includes analyzing civilian personnel regulations in order to advise and assist managers and employees in non-technical matters, referring complex technical issues to CHRA for resolution, and perform CHRA liaison functions.; analyzing and maintaining space/face tracking reports; validating organizational alignment against Table of Distribution and Allowances (TDA) authorizations; formulating, standardizing, and implementing administrative Standard Operating Procedures (SOPs), internal operating policies, and forms; and leading, training, or guiding subordinate specialists or multidisciplinary project teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
