SUPV HR SPEC (EMPLOYEE RELATIONS/LABOR RELATIONS)
About the Position: Serves as the Director of a Civilian Human Resources Service Center (CHRSC) providing labor and management employee relations (LMER) support to Army Staff, Army Command (ACOM), Army Service Component Command (ASCC), and/or Direct Reporting Unit (DRU) customers. The CHRSC is located within a Civilian Services Civilian Human Resources Directorate in the Civilian Human Resources Agency (CHRA). This announcement will be used to fill one position at various locations.
Major duties
- Plans and directs a Civilian Services Civilian Human Resources Directorate which provides civilianpersonnel services to a large and/or multi-mission civilian work force.
- Provides guidance to leaders on personnel policies, regulatory requirements, and workforce management issues to support effective mission execution.
- Serves as advisor to Army Staff, ACOM, ASCC and/or DRU commanders, managers and senior staff.
- Advises on operational labor relations and management employee relations issues, policies, broad labor relations concerns, and other complex processes.
- Provides advisory services on management-employee relations actions
- Provides guidance on appropriate level of discipline to correct problems, implications of negotiated grievance procedures, or impact of third-party reviews.
- Provides management with options and recommendations for effective program operations
- Advises as to regulatory and legal requirements of the program

Specialized Experience: One year of specialized experience equivalent to the next lower GS-13 grade level in the Federal service which includes: providing guidance to leaders on personnel policies, regulatory requirements, and workforce management issues to support effective mission execution, applying expert knowledge of labor and management employee relations by advising on contract administration, grievance trends, union engagement, and resolution strategies for complex labor issues; and evaluating HR program operations to ensure regulatory compliance, identify deficiencies, and implement improvements that enhanced service quality and organizational effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
