Major duties
- Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
- Functional expert planning, organizing, and directing the activities of the Consolidated Club operation. Complies with regulations and meets customer needs.
- Functional expert approving pay adjustments, within-grade increases, overtime, and employee travel.
- Functional expert initiating and analyzing surveys for preferences and patron satisfaction.
- Functional expert representing the Consolidated Club with installation, functional area organizations such as MAJCOM, and AFSVA and Air Force Gaming (gambling activities) and agency meetings, workshops, and conferences.
- Functional expert initiating and analyzing surveys for preferences and patron satisfaction. Leads base surveys, focus groups, and customer feedback. Initiates and coordinates membership drives.
- Technical Expert, leading effective internal controls. Responsible for the overall security and productive use of the Club's government assets.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade/broadband GS-NH-02/GS-11, or equivalent in other pay systems. Examples of specialized experience includes producing desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieving, demonstrating, and maintaining the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrating skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Taking and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a wide range of federal and DoD component club laws, policies, regulations, business and trade practices, principles, concepts, techniques, and trends as they relate to planning and conducting a food and beverage and recreation/entertainment programs that exceed those of a typical and conventional nature. Skill in applying these knowledges to complex food and beverage and recreation/entertaimnent activities, and to exceptionally difficult matters relating to program planning, program management, and utilization of resources, and to problems of attracting and dealing with a wide range of people from different cultures, including program participants, higher levels of program management and agency personnel, staff, and others in such a manner to insure the highest possible levels of program effectiveness and profitability. Knowledge of military and civilian personnel policies, procedures, rules and regulations to plan, organize and direct a diverse workforce consisting of US NAF and Danish, Greenlandic, and contractors. Strong writing and oral communication skills are needed to review and edit a wide variety of staff summary sheets, reports, briefing slides and management responses to higher levels of management. Knowledge of the proper military protocol and decorum required in relations with high level US., Danish, Greenlandic, and Canadian officials, commanders, visiting generals, their guests, and other dignitaries to ensure proper courtesies, protocol, and correct social behaviors are practiced. Skill and ability in arranging and supervising high visibility events involving protocol and decorum extended to high level commanders, their guests, and other dignitaries. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
