Lead Realty Specialist
About the Position: The incumbent serves as the subject matter and technical expert in space utilization and real property management for the installation. This position is assigned to the Master Planning Division, Directorate of Public Works (DPW), Fort Sill, OK.
Major duties
- Distribute and balance the workload among employees with established workflow; assigning work; monitoring the status of work and making adjustments with established priorities.
- Oversee the technical preparation and update of inventory of Army Military Real property.
- Negotiate with persons interested in acquiring government property.
- Conduct periodic surveys and inventories of buildings and installed property.
- Review the acquisition, disposal, and utilization of real property for technical accuracy.
- Determine and prepare documents as to the description and location of real estate, type and estimated cost of construction to be placed by the Government, nature of proposed use, and period of required use.
- Classify and analyze the utilization of real property to obtain its optimal use.
- Oversee and coordinate the preparation of the Installation Commander's Annual Real Property Utilization Survey (ICARPUS), which inventories property including buildings, ranges, airfield operations and other uses of installation land and buildings.
- Act as coordinator when disputes arise concerning claims against the Government for damages or where there is a doubt as to boundary lines and determines what action should be taken to prevent suits or embarrassment to the Government.

Specialized Experience: One year of specialized experience which includes maintaining real property asset accountability and updating official databases (e.g., IFS-M or equivalent); reviewing requests for use and occupancy of government owned real property for optimal use; prepare documents and reports that reflect qualitative and financial information for real property; and conducting surveys to capture information about utilization and reallocation of real property. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
