This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Heating Ventilation and Air Conditioning Equipment Mechanic for DPW APG, MD. TERM POSITION NTE 13 MONTHS MAY BE EXTENDED UP TO 6 YEARS WITH MANAGEMENT ANNUAL APPROVAL.

Major duties

  • Performs advanced troubleshooting, installation, overhaul, and maintenance of highly specialized Heating Ventilation Air Conditioning/Refrigeration (HVAC/R) systems.
  • Modifies and repairs unique climate systems supporting research, development, test and evaluation—often lacking complete technical documentation.
  • Collaborates with engineering and scientific teams to develop system modifications that achieve precise pressure, temperature, or climate requirements.
  • Independently plans system layout using blueprints or sketches; tests final systems to meet critical performance specifications.
  • Design and modify air conditioning and refrigeration systems for special-purpose research or industrial applications.
  • Reengineer system components to meet unusual climate conditions or experiment parameters.
  • Perform comprehensive system testing and certification to confirm critical tolerance and performance are met.
  • Provide on-the-job training and technical guidance for junior personnel.
  • Use specialized tools and equipment, operate forklifts and government vehicles safely.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heating Ventilation and Air Conditioning (HVAC) Equipment Mechanic ~ without more than normal supervision. - I have the ability to perform common tasks such as: 1. Operates and regulates building heating ventilation and air conditioning (HVAC) systems, including air-handling units, compressors, cooling towers, and pumps. 2. Adjusts settings to maintain temperature and humidity; monitors equipment operation and detects basic malfunctions. 3. Start, stop, regulate, and control large building HVAC systems to ensure comfort and compliance with environmental specifications. 4. Monitor system gauges and adjust controls; recognize and diagnose simple malfunctions. 5. Execute routine maintenance procedures; maintain logs and operating records. I can complete most tasks. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: The work requires bending, stooping, kneeling, crouching, and climbing. Frequently carries and sets up parts and equipment weighing up to 50 pounds. Uses hoists, holders, and pulleys when working on large equipment. Frequently performs work assignments while on a ladder, scaffold, and/or platforms in hard-to-reach places. Working Conditions: Work is performed indoors and outdoors, frequently in cramped and awkward positions. Exposed to drafts, changing temperatures, and noise. Frequently stands on hard surfaces for long periods of time. Exposed to irritations and discomfort from dust, grease, heat, exhaust fumes, smoke ash, refrigerant gases, and burns from scalding water and contact with heated parts of the system. Subject to injuries from falls when working on roofs and scaffolding and out of buckets of lifts vehicles. Subject to cuts, bruises, electrical shock, and other injuries when removing and installing parts. Follows prescribed safety practices and uses protective clothing and equipment such as goggles, respirators, heavy aprons, hardhats, safety shoes and gloves. Subject to emergency callback work after normal duty hours and scheduled overtime.
